BACKGROUND: Concern has been expressed by Board members on where the firms which previously used IT Corporation' s, Vine Hill and Baker facilities are disposing of their hazardous. wastes now that IT is no longer accepting hazardous wastes. In response to these concerns the Health Services Department has surveyed sixty-six customers of IT. The results are shown in .the attached report. As the Health Services Director notes, hazardous wastes are being sent to other disposal sites in California. However, most firms are now shipping. their hazardous waste out-of-state, some as far away as New Jersey. The Health Services Director concludes that the firms which previously used IT',s facility have been successful in locating appropriate alternative Class I disposal sites for their wastestream. Corporation Health Services Directo Alternative Waste Stream Via: Dan Bergman Disposal by Contra Costa Assistant Healt Servi s Director Facilities Environmental Health In response to your request we are enclosing the Environmental Health Division Staff survey of the sixty-six Contra Costa County waste generators who were disposing of their waste streams at the I.T. Corporation, Vine Hill/Baker faci- lity prior to its closure in November, 1987. Of the sixty-six facilities surveyed, fifty remain active waste generators at this time. All but six have chosen alternative disposal facilities, with only two facilities continuing to use I.T. for disposal . Eighteen others are shipping wastes to alternative sites in Arkansas, Texas, Idaho, Utah, New Jersey, Nevada and Illinois. Within California, Kettleman City, Chemical Waste Manaqement Site and Romic Corporation in Palo Alto are accepting much of the wastes. Facilities located in Contra Costa County that previously disposed of Hazardous Waste at the I.T. Vine Hill/Baker site have been successful in locating appropriate alternative Class I disposal sites for their waste streams. Corporation Vine Hill/ Baker. SUMMARY OF SURVEY There are a total of 66 facilities on the list of disposers. Sixteen facilities were eliminated from the list for the following reasons: Out of Business 1. Crown Cork. & Seal Co. 2. Peralta & Sons Excavators Shut Down 1. P.G. & E. Avon Power Plant 2. P.G. & E. Oleum Power Plant One Time Disposal 1. Chevron Station #419 2. Martinez Market 3. Pac Bell 4. Ramco Development Co. 5. Redding Petroleum 6. Richmond Sanitation Service 7. Wickland Oil Co. - Regal Station #409 Five (5) I.T. Corporation sites were eliminated because I.T. Corporation is the central figure of the survey. Hence, the survey was based on Fifty (50) active waste generators and all facilities responded. Only two facilities, Bay Area Environmental and. P.G. & E. - Los Medanos, continue to use I.T. for disposal . Eighteen (18) are shipping wastes out of state. The following states appear once or more in the survey as alter- native disposal sites: Arkansas, Texas, Idaho, Utah, New Jersey, Nevada and Illinois. A-41 3/81 Only six (6) facilities indicated that they have not chosen an alternative disposal facility since their last shipment to I.T. prior to the Vine Hill closure: 1. Continental Can Co. 2. Thomas Engineering Within the State, 40% of therespondents send their wastes to Kettleman City, Chemical Wastes Management site. Romic Corporation in Palo Alto accepts most of the solvent wastes for recycling after reprocessing. Given that only six (6) facilities have not decided on disposal options, the closure of the I.T. Corporation disposal facility does not seem to have imposed an unnecessary burden on waste generators in the county. The following tables summarize the alternative waste streams disposal options of all respondents.
