The Board of Supervisors of Contra Costa County, California
Adopted this Order on . March 22. 1988 , by the following vote:
AYES: Supervisors Powers, McPeak, Torlakson, Schroder
NOES: None
ABSENT: None
ABSTAIN: Supervisor Fanden
SUBJECT: INITIATIVE MEASURE ON CAMPAIGN REFORM
The Board considered the report of the County Administrator on the initiative measure on campaign
reform and specifically to consider taking a position on the proposed initiative statute entitled"Campaign
Reform Without Taxpayer Financing." A copy of the report is attached and included as a part of this
document.
Board members noted that there were two initiatives on the subject of campaign reform, one
sponsored by Senator Quenton Kopp, Senator Joseph Montoya and Assemblyman Ross Johnson, and the
other sponsored by Common Cause and the League of Women Voters. There was consensus to have the
County Administrator provide comparison data on the initiatives.
All persons desiring to speak were heard.
THEREFORE, IT IS BY THE BOARD ORDERED that a position in support of the concept of campaign
reform is hereby ADOPTED.
IT IS FURTHER ORDERED that the County Administrator is REQUESTED to provide the Board on
April 5, 1988,with a comparison analysis of the"Campaign Reform Without Taxpayer Financing"initiative and
the campaign reform initiative sponsored by Common Cause and the League of Women Voters.

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND 'AND JUSTIFICATION
RECOMMENDATION:
Consider taking a position on the initiative statute entitled
''Campaign Reform Without Taxpayer Financing. "
BACKGROUND-.
Supervisor Schroder has received a letter from Senator Quentin Kopp
urging that the Board . support an initiative statute sponsored by Senator
Kopp, Senator Joseph Montoya and Assemblyman Ross Johnson which would
reform campaign financing laws in California for all legislative,
constitutional and local offices.
The initiative statute has the following. features:
1. It does not preempt -local contribution limits which are lower
than those proposed in the initiative which are in effect as of
January 1, 1989.
2. It prohibits the use of tax money in campaigns by prohibiting the
mailing of any newsletter or other mass mailing at public expense
and by specifying that no office holder or candidate may expend
or accept public funds for the purpose of seeking elective
office.
3 . It prohibits transfers of funds among candidates by specifying
that no candidate for elective office or committee controlled by
that candidate shall transfer any contribution .to any other
candidate for elective office.
4. It applies to all legislative positions, all state constitutional
officers and all elected officials of local governments through
its references to "no public officer" and. "no candidate for
elective office. "
5. Limits contributions from individuals, corporations and labor
unions to $1,000 per fiscal year.

6. Limits contributions from political committees, as defined, to
$2,500 per fiscal year.
7. Limits contributions from broad-based political committees to
$5,000 per fiscal year.
8. Limits contributions to political committees, broad-based
political committees or political parties to $2, 500 from one
individual to the same committee or party in any fiscal year for
the purpose of making contributions to candidates for elective
office. There is no absolute limit on individual contributions
providing the support is used for purposes other than making
contributions directly to candidates for elective office.
9. . Limits gifts and honoraria from a single source to $1,000 per
calendar year for any elected officeholder.
10. The initiative statute would be operative on January 1, 1989 and
will appear on the ballot on June 7 , 1988 .
