BACKGROUND: On January 5, 1988 , the Board of Supervisors requested a report from the Housing Authority and the Health Services Department on the extent, to which the Board' s mandatory garbage collection ordinance was being complied with. The Health Services Department' s report was accepted by the Board on March 15 , 1988 . Attached is the Housing Authority' s response. DATE: February 25, 1988 FROM: Perfecto Villarreal , Executive Director cc: SUBJECT: COMPLIANCE WITH THE BOARD OF SUPERVISORS MANDATORY GARBAGE COLLECTION ORDINANCE On January 5, 1988 the Board of Supervisors requested a report from the Housing Authority by March 1,, 1988 on the status and extent of the Housing Authority's compliance with the Board's mandatory garbage collection ordinance. The Housing Authority operates 14 public housing developments totaling 1140 apartments in 12 different locations throughout the county. Eight of the 14 public housing developments are located in the ' Unincorporated part of the county and are affected by the Board's mandatory garbage collection ordinance. The Housing Authority is in .full compliance with .this ordinance. At each housing development the Housing Authority has a contract with a franchised garbage .collection company for garbage pick-up on a once 'a week basis. The garbage fee is paid by the Housing Authority. A list of the housing developments, the name of the franchised garbage collection company that serves the development, and the monthly cost for that service is provided on Attachment A to this report. In addition to the contract services with local garbage companies, the Housing - Authority maintenance_ staff provides regularly scheduled, once a week pick-up service of litter and items that are too large for the garbage companies to handle, i .e. , furniture, mattresses, etc. This service is provided at no charge to the tenants. In the Section 8 Existing 'Housing and Housing Voucher Programs which the Housing Authority administers, it is the responsibility of the ,private rentalproperty owner to provide garbage service for the Section 8 tenant. The housing managers and the Section 8 program unit inspectors have been advised to insure that property. owners are providing garbage collection service for Section 8 units in the unincorporated county areas in conformance with the Board's mandatory garbage collection ordinance. Additionally, the Housing Authority ensures that the properties located in incorporated cities are in compliance with any garbage collection .ordinances which are adopted by that particular municipality.
