SUBJECT: Authorize Lease Space Negotiations
for Data Processing Services
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION:
AUTHORIZE the Lease Management Division of General Services
to NEGOTIATE a Lease for space , which would result in the
consolidation of all Data Processing Services in one lo-
cation in Martinez .
II . FINANCIAL IMPACT:
Cost projections for new consolidated space are estimated to
add approximately 2% to the rates Data Processing charges
customers for its services for three or four years and to
decline after that . The estimated increases have been pre-
sented to the department heads who have endorsed the plan to
acquire a new Data Processing facility.
III . REASONS FOR RECOMMENDATION/BACKGROUND:
Currently Data Processing is located at four sites -- two
county-owned sites in Martinez , Administration at 630 Court
Street , and Operations in the basement of the Finance Build-
ing ; leased office space for Systems and Programming at
5528-B Pacheco Blvd. , Pacheco; and leased warehouse space at
1980-E Olivera Road in Concord. Data Processing needs to
relocate:
Operations to a site where they can provide the neces-
sary computing power to meet current and future demands ,
better security and a more efficient work environment .
- Systems and Programming to a new site by February 1990
as their current lease expires on that date and the
property owner has indicated he plans to use the build-
ing.
- The warehouse , as the lease expires April 1988.
- Administration to consolidate all of Data Processing
Services at the same site to improve coordination and to
furnish departments an adequate facility for training on
personal computer and mainframe software .

These immediate and future space needs provide the opportu-
nity of locating all the data processing activities at one
site. The consolidation will:
- Provide a facility which will meet the growing demand
for automation, will support the operations of County
departments and will furnish a secure environment to
protect the critical information on which these depart-
ments rely.
- Permit ' staff to be more productive by reducing terminal
response time, reducing programmer and analyst travel
time between current sites and providing an efficient,
well-designed area with expansion capability for Oper-
ationsas well as Systems and Programming.
- Improve staff morale by moving away from poorly de-
signed, substandard work environment.
This action authorizes Lease Management to evaluate poten-
tial building sites in Martinez for the relocation of Data
Processings Services and then Lease Management, in conjunc-
tion with Data Processing Services, will select the most ap-
propriate and cost effective site.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Not authorizing this action will result in Data Processing
Services not being able to solve its most immediate problem
of inadequate space, power and air conditioning to install
the additional computing power and telecommunications equip-
ment to support expanding county-wide automation needs. Ad-
ditionally, it will not permit the consolidation of Data
Processing Services into one location with the associated
operating efficiencies identified above.
