RECOMMENDATION• Adopt a position of support for AB 4652 by Assemblyman Elder which would authorize the California Highway Patrol to enter into an agreement with the County to intensify the enforcement of vehicle registration laws in the County. This bill is a part of the Board' s 1988 Legislative Program and the County is, therefore, the sponsor of the measure. BACKGROUND: The Board of Supervisors has been concerned for some time about the number of out-of-state vehicles in the County which belong to .persons who are either employed here or are residing here and should, therefore, have their vehicles registered in California . As long as these vehicles remain registered out-of-state the state, county, and cities lose revenue ' from the vehicle registration and in-lieu tax. In addition, these vehicles may not meet emission control standards . for California and may, therefore, be polluting the environment. The Contra Costa County office of the CHP has one full-time officer assigned to determining whether the owners of out-of-state vehicles should have their vehicles registered in California. The CHP has shown this to be a cost-effective assignment. However, . this one officer cannot keep up with the reported out-of-state- vehicles and expired California registrations. The Board has proposed, therefore, that the, County and the CHP enter into a contract , whereby the CHP adds one additional full-time officer to handle nothing but out-of-state vehicle registration checks and expired California registrations. The County would pay the CHP for the .full cost of this additional officer and would, in, turn, be reimbursed from the additional vehicle registration fees and fines which are imposed as. a result of the work of this additional officer.
