RECOMMENDATION• .
Adopt a position of support for AB 3595 by Assemblyman Margolin
which requires the State Department of Health Services to
establish a comprehensive program to provide perinatal services
to all pregnant women, and well-child care to children under 5
years of age, for all women and children who do not have access
to these services.
BACKGROUND:
AB 3595 has been introduced by Assemblyman Margolin,. The bill
creates the Healthy Children Act of 1988. The bill makes the
following legislative findings:
(a) Prenatal care and preventive health '
`care for young
children are both cost-effective and essential to the
future health of our nation and our state.
(b) Large and growing numbers of young children and
pregnant women have no public or private health
coverage.
(c) Public programs have large gaps in! coverage,
inconsistent policies, inadequate physician
participation, and fragmented delivery of services.
(d) Significant and growing numbers of private employers do
not provide health insurance for their .employees. and .
dependents. '
(e) The cost of insurance for pregnancy is so high as to be
unaffordable for most women and their families.
( f) Increasing numbers of private doctors and hospitals are.
curtailing and denying access to perinatal services to
women with no health insurance or coverage under public
programs.

In response to the findings AB 3595 requires the State Department
of Health Services to establish a comprehensive statewide program ,
to provide perinatal services to . all pregnant women, and
well-child care for children under five years of age, for all
women and children who do not have access to these services. The
bill expresses the intent that this be accomplished by
consolidating existing programs into one comprehensive program.
The bill also expresses the intent of the Legislature that
employers who currently provide coverage to their employees for
perinatal services and well-child care' maintain this coverage and
that employers who doinot currently provide this coverage do so.
Supervisor Powers has recommended that the Board support AB 3595
and authorize a letter of support be sent to Assemblyman
Margolin.
