SUBJECT: Approving Plans and Specifications for West County Justice
Center, Project "B" , Richmond, CA

Specific Request(s) or Recommendations(s) & Background & Justification
RECOMMENDATION
APPROVE the Plans and Specifications for Project "B" , West County Justice
Center and ADVERTISE for bids to be received Wednesday, April 20, 1988 at
2: 00 PM.
DIRECT the Clerk of the Board to publish the Notice to Contractors in
accordance with Section 20392 of the Public Contract Code.
FINANCIAL IMPACT
The estimated contract cost of the project is approximately $30 , 000,000. 00.
It is to be funded by a State of California jail construction grant
(Proposition 2 and 16) .
REASONS FOR RECONNENDATION/BACKGROUND
The County Administrator has filed with the Board of Supervisors the Plans
and Specifications for Project "B" , West County Justice Center.
In general, the Plans and Specifications provide for:
1. Construction of a 560-bed medium security detention facility totalling
approximately 225,000 square feet contained within eight structures.
This facility will include inmate housing, administration, a reception
center, inmate program and medical clinic spaces, and support
services.
2. Private roads and parking lots to serve staff and the public.
3 . Perimeter fence and electronic security system.
4. Site landscaping

Site grading, city street relocation and off-site utility extensions and
relocations are currently under construction as Project A.
The project specifications include a nondiscrimination section which
includes the Board of Supervisors' program to help develop and support
Minority-owned Business Enterprises (MBE) and Women-owned Business
Enterprises (WBE) . The MBE/WBE participation goals are consistent with
current policy.
The general prevailing rates of wages, which shall be the minimum rates
paid on this project, have been filed with the Clerk of the Board and
copies will be made available to any interested party upon request.
This project has been determined to be in compliance with the Richmond
General Plan. The environmental impact report (EIR) pertaining to his
project was reviewed by the Planning Commission on July 29, 1986 and found
to be adequate. The Board approved the final EIR on August 26, 1986 and a
Notice of Determination on the project was filed on the same day. The
mitigation measures described in the EIR affecting this portion of work
have been included in the project.

SUBJECT: West County Justice Center
The Board this date approved Plans and Specifications
for Project "B" , West County Justice Center and directed the Clerk
to publish the Notice to Contractors and advertise for bids.
Phil Batchelor, County Administrator, commented on the
community involvement and approval of the proposed project and the
efforts to address affirmative action and MBE/WBE issues.
Sheriff Richard Rainey commented on the state-of-the-art
design of the proposed facility and noted that the design would
allow the Sheriff ' s Department to utilize staffing at the lowest
possible level and still operate efficiently.
John Kibre, Architect, presented models of the proposed
facility and described the various components of the plan. He also
commented on the proposed landscaping, designed to minimize the
impact on the surrounding area.
