Fact-Finding Task Force on Out-of-State County
SUBJECT: and Out-of-Area Workers
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND Alm JUSTIFICATION
RECOMMENDATIONS:
1. Support the need for a fact-finding effort to assess and
characterize the problems related to out-of-area and
out-of-state workers in Contra Costa County. The precise
charge to such a group should be developed cooperatively by
involving labor unions, industry and employer
representatives and our Committee.
2 . Encourage private industry and other private employers to
meet with labor representatives to discuss a possible agenda
for areas they can agree to discuss with each other in terms
of the imnpact of out-of-state and out-of-area workers on
the economic health of Contra Costa County.
3 . Authorize our Committee to meet with representatives of
private industry, other private employers, and labor unions
to discuss the outlines for a broad-based Task Force of the
private sector, labor and government to study generally the
state of the economy in Contra Costa County. We propose to
meet with representatives of business and labor on March 28
to outline the proposed composition for such a Task Force
and to propose a more specific agenda for the Task Force.
We will report our recommendations back to the Board
following that meeting.
BACKGROUND:
On February 2, 1988, the Board of Supervisors referred to our
Committee the proposal for a Task Force on Out-of-State and
Out-of-Area Workers. We met February 22 , 1988 with
representatives of several labor organizations and several
private employers to discuss this proposal.
There was general agreement that private employers and union
organizations could meet with each other without government being
involved to discuss areas which both parties felt they could
profitably discuss. We suggested that the private sector

business representatives present meet with the Central Labor
Council, Building & Construction Trades Council, and other
appropriate union organizations to formulate an agenda of items
they could agree to discuss. The business representatives made
it clear that such an agenda would not include wages or hiring
practices. We suggested that this group might include BIA,
Associated Builders and Contractors, Associated General
Contractors, the Contra Costa Council, representatives from the
Managers of the various Chambers of Commerce in the County, in
addition to the Central Labor Council, Building and Construction
Trades Council, and other labor organizations the Central Labor
Council believes would be appropriate.
In addition, our Committee wants to continue discussion with all
parties on the need to establish a forum in which we can
undertake a fact-finding effort. While there is some reluctance
on the part of the private business representatives to include
local government representatives in such a discussion, we believe
that such a Task Force could profitably explore the economy of
Contra Costa County. and what actions impact positively or
negatively on the economy of the County. In addition, we need to
establish what the facts are regarding out-of-state and
out-of-area workers and how they may be impacting the economy of
the County.
We have, therefore, made the above recommendations and plan to
continue these discussions with all parties at our March 28, 1988
meeting.
