HomeMy WebLinkAboutMINUTES - 03011988 - 1.36 TO: BOARD OF SUPERVISORS FROM: Phil Batchelor, C ltra County Administrator Cos DATE: March 1 , 1988 Co SUBJECT: Amending the Architect' s Contract, West County Justice Center ( Project No. 4411-4101; 0928-WH101B) Specific Request(s) or Recommendations(s) & Background & Justification RECOMMENDATION APPROVE the Fourth Amendment initiating the Bidding and Construction Phase of the Architectural Services Agreement with Dworsky/Design Partnership, a joint venture, and AUTHORIZE the County Administrator or his designee to execute the Amendment. FINANCIAL IMPACT This contract for design services is currently limited to the Predesign, Schematic Design, Design Development and Construction Documents Phases of the West County Justice Center project. The fourth amendment extends the contract through the Bidding and Construction Phases of the project. The complete performance of basic architectural services will total $2,344,423 , an increase of $703 , 327 . The increase is anticipated and the funds to support this encumbrance are appropriated and available. REASONS FOR RECOMMKNDATION/BACKGROUND As a result of overcrowding at the County' s adult detention facilities in Martinez, Clayton (Marsh Creek) and Richmond (Work Furlough) , the County made application for a $36 ,570, 521 grant to the California Board of Corrections in 1983 . This grant was approved for the development of the 560-bed West County Justice Center in accordance with the County Jail Capital Expenditure Bond Act (Proposition 2 and 16 ) . The Architect has completed the project Construction Documents. Concurrent with the Board' s approving the Plans and Specifications and advertising for bids, this action permits the Architect to provide his professional services throughout the remaining phase of this project. The bidding and construction phase services were anticipated, included in the original Agreement for Architectural Services as an option, and negotiated as a percentage of the project' s basic services. CONSEQUENCES OF A NEGATIVE ACTION If this contract amendment is not approved, the County will not have necessary architectural and engineering professional services during the bidding and construction phase, such as the preparation of addenda and clarification documents, the review and processing of submittals, contract interpretations, periodic observations of the work, preparation of change orders and project close out services. All these services are vital to bidding and construction phase work. Without them the project should not be issued for bidding, thus causing project delay nd increased costs due to construction escalation.
