SUBJECT: Water Conservation and Legislation
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1 . Support Senate Joint Resolution 3U (SJR30 ) , Central Valley
Project and oppose Assembly Bill 2917 (AB291 / ) , Water Quali-
ty: Delta-Bay Contamination.
2 . Authorize staff to send letters to the Contra Costa Water
District and East Bay Municipal Utility District offering
County assistance and support in the event that the current
water situation becomes critical and drought actions are
implemented by both districts and ask both districts to
attend the April 11, 1988, meeting of the Board' s Water Com-
mittee. to report on present water conditions.

REASONS FOR RECOMMENDATION/BACKGROUND
1. SJR30 , sponsored by Senator Ayala, would memorialize Con-
gress to transfer control and operation of the Federal
Central Valley Project to California at no cost to the
State. The Water Committee recommends support for this
bill. By turning control of the Central Valley Project
(CVP) over to the State, the Federal Bureau of Reclamation' s
responsibility of operating the CVP will be removed. Opera-
tion and control of the CVP at the State level could elimi-
nate large federal subsidies and internal water conflicts
between State and Federal projects.

The Water Committee recommends opposing AB2917 , sponsored by
Assembly Member Jones, which would not allow State waters to be
used to meet water quality standards, objectives, or requirements
for contaminants or pollutants originating or occurring naturally
in the Delta-Bay. State waters would be allowed to prevent
harmful high salt level intrusions into areas of the Delta.
Indigenous discharges into the Delta or Bay that result in levels
of contamination above water quality standards should be reduced
through discharge requirements, not through dilution with State
waters. The Committee feels that State waters flowing through
the Delta-Bay confines are a naturally occurring process already
and will always provide a means for flushing actions because of
these natural existing flow patterns .
2 . At their March / , 1988 , meeting, the Water Committee felt
that both water districts should attend the next meeting of
the Committee and provide update on present and future water
availability in the State as a result of recent dry weather
conditions. The Committee also recommended that the Board
offer assistance and support to the water districts if dry
conditions persist and water availability becomes critical.
