SUBJECT: Secondary Standards for Small Water Systems
SPECIFIC RECUEST(S) OR RECOMMENDATION(S) B BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
Authorize the Health Officer to approve new small water systems
when water quality does not meet all of the standards adopted by
the Board on March 18, 1986. Any variances approved by the Health
Officer would be minimal and would not create any risk to the health
and safety of the consumer.
FINANCIAL IMPACT
None
REASONS FOR RECOMMENDATION
The current Board approved policy for small water systems which
requires that new small water systems meet the recommended standards
for mineralization. These standards are significantly lower than
the standards enforced by State Health Services. The State ' s
maximum for mineralization are exactly twice the levels permitted
by' the County policy. The published recommended standards for
maximum total dissolved solids, chlorides and sulfates are 500 ppm,
250 ppm and 250 ppm respectively. The State maximum standards
are 1,000 ppm, 500 ppm, and 500 ppm respectively. Any variances
approved by the Health Officer would be limited to allowing any two
of the recommended levels to be exceeded by a maximum of 10% . This
would allow a very limited number of water systems to proceed with
constituents concentrations. in excess of recommended standards.
CONSEQUENCES OF NEGATIVE ACTION
Water supply systems would not be installed when constituent
concentrations are slightly in excess of recommended standards .
