SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Request that the County Adminstrator' s
Office provide a report by March 29, 1988, for review by the Internal
Operations Committee regarding actions taken by the the county task
force to address various Bethel Island concerns.
BACKGROUND INFORMATION: In response to reports from
Bethel Island residents and community leaders about the alarming
increase in crime activity and other concerns, I requested that the
County Administrator' s Office establish a task force of staff
representatives from various county departments and agencies. (Please
refer to the attached memorandum for additional background. )

BETHEL ISLAND CONCERNS

I met this afternoon with Howard Holmes, Fire Chief
Jack Whitener, and Lt. Al Snell regarding the increase of
crime activity on Bethel Island. Many of these problems are
being attributed by Howard Holmes to the county' s
ineffectiveness in enforcing the county zoning ordinance.
There are a wide variety of concerns--from zoning
violations, to drug dealing and other criminal activity to
drunk driving and abandoned vehicles as well as coordination
between the fire department and Sheriff ' s Department.
I would like to form a task force of the various county
departments to deal in a coordinated manner with the various
multi-department aspects of the concerns in Bethel Island.
I suggest that John Gregory be assigned to coordinate this
task force. I believe this task force should include staff
from the Community Development Department ( Zoning
Investigations) , the Sheriff' s Department, the Community
Development, the Health Department, the Public Works
Department and the Fire Department. I believe the
California Highway Patrol should also be invited to
participate.
I have encouraged the community to form a "Bethel
Island Improvement" committee to work with our enforcement
agencies in addressing their concerns. I would like this
task force to develop a systematic process for how this
committee can interface with the enforcement agencies in
terms of referring suspected violations (whether it relates
to zoning, health standards, traffic, drug dealing, etc. )
I want to see thorough, forceful and complete follow through
on reported violations and observed violations of county and
state laws and codes.

Below are some specific areas related to me by the
residents that should be addressed by the staff task force:
• While both Howard Holmes and Chief Whitener praised
the good efforts of the Sheriff ' s Department, they pointed
out some areas needing more coordination between the Fire
Department and the Sheriff ' s Department. The area of most
concern is the safety of the firefighters who oftentimes
appear on the scene before the ambulance or the sheriff
deputies and find themselves unharmed in a hostile
situation.
• Concern was expressed about live-aboards on
houseboats found mainly in Mars Harbor and Lakeview Harbor.
Are these live-aboard houseboats legal? Are they complying
with health standards?
• There were some inquiries about the possible zoning
violations of several travel-type trailers that are cropping
up on private lots. More specific information about exact
location, for instance, can' be provided by the committee.
• Chief Whitener had some concerns about coordination
with the marine patrol as it pertains to the district' s fire
boat being used and the district not receiving any funding
for it. There were some questions related to the district
responding to emergencies outside the district particularly
since the Coast Guart has cut back on its response. There
were some jurisdictional questions and funding. Chief
Whitener pointed out the deputies working on the Marine
Patrol are doing an excellent job.
• The staff task force needs to pursue the State law
that allows the Sheriff ' s Department and the Fire Department
to bill for drunk driver related expenses.
Please keep my staff informed of any meetings that you
schedule in this regard.
