MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: March 15, 1988 SUBJECT: Response to ROWTA Letter of February 11, 1988 regarding CCCSD Facilities on Southern Pacific Right of Way Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION ACKNOWLEDGE concerns expressed by Right of Way Trails Advocates (ROWTA) in their letter dated February 11, 1988 and ENCOURAGE their continued discussions with the Central Contra Costa Sanitary District (CCCSD) regarding the appearance of sewer facilities being installed in the former Southern Pacific right of way. II. FINANCIAL IMPACT No financial impact. III. REASONS FOR RECOMMENDATION/BACKGROUND Contra Costa County has acquired the former Southern Pacific right of way in order to protect it and allow the development of multiple public uses. CCCSD has purchased easements from the County as part of their project to provide additional sewer capacity to the San Ramon Valley and the County has also provided at no cost surface space to East Bay Regional Park District for the development of the Iron Horse Trail. CCCSD has constructed inverted siphon crossings of Rutherford Creek and San Ramon Creek which includes the construction of a 24-inch steel pipe above the ground surface. The ROWTA Board of Directors have expressed their objection to the appearance of the above ground pipelines. Continued on attachment: X yes Signature: 1 411-K . Both parties are exploring the possibility of visually shielding the pipelines by the construction of pedestrian bridges at the two creek crossings. This proposal can be supported by Contra Costa County as long as it does not interfere with other public uses of the right of way. Right of Way. These pipes have been installed above the anticipated' high water level of the respective creeks and now create a major eyesore in what has been beautiful and scenic areas. In response to this unanticipated development, the ROWTA Board of Directors unanimously passed the following resolution at its February 8, 1988 meeting: ROWTA expresses its outrage and disappointment to the Central Contra Costa Sanitary District, City of Danville, and Contra Costa County about the unattractive solution to the siphon problem at San Ramon and Rutherford Creeks. The ROWTA Board, speaking for its membership urge you to discuss this problem with the Sanitary- District- and if at all possible, devise a means ,of making these unsightly pipes blend into the surrounding landscape. We feel this may be possible when the existing footbridge over Rutherford Creek is reinstalled and the planned footbridge over San Ramon Creek is purchased and installed.
