GILBERT, DIRECTOR OF GENERAL SERVICES Contra oio Costa DATE: March 15, 1988 CN '* SUBJECT: APPROVING CONSULTING SERVICES AGREEMENT FOR CONSTRUCTION TESTING & INSPECTION FOR SHERIFF PATROL & INVESTIGATION BUILDING AT 1980 MUIR ROAD, MARTINEZ (0119-4214; 0928-WH214D) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION A. APPROVE a consulting services agreement with Signet Testing Labs, 25064 Viking Street, Hayward, for construction testing and inspection for the Sheriff Patrol & Investigation Building, 1980 Muir Road, Martinez. B. AUTHORIZE the Director of General Services to execute the agreement and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000. 00. The agreement will be effective February 29 , 1988 and will provide for project inspection & testing required by the Essential Services Building Seismic Safety Act of 1986, with a payment limit of $73,500. 00, which amount shall not be exceeded . without prior, written authorization by the Director of General Services. II. FINANCIAL IMPACT. Costs incurred under this Agreement will be billed to the Contra Costa County Public Facilities Corporation for payment from the Construction Fund established with 1986 Certificates of Participation for Capital Project VI . III. REASONS FOR RECOMMENDATIONS/BACKGROUND. A. On January 5, 1988, the Board approved bids and recommended that the Public Facilities Corporation award a contract for construction of the Sheriff Patrol and Investigation Building at 1980 Muir Road, Martinez. The Public Facilities Corporation executed the Construction Contract and issued a notice to proceed to the contractor. The starting date was February 1, 1988. Since the Sheriff Patrol and Investigation Building is an essential services building, as defined by the Essential Services Buildings Seismic Safety Act of 1986, the construction must have continuous inspection in all stages of its progress. In addition, certain materials tests must be conducted. C. The General Services Department requested proposals from four testing and inspection firms, and received three responses. The most advantageous proposal was by Signet Testing Labs. Signet Testing Labs has been recognized as a bonefide minority business enterprise by the San Francisco Redevelopment Agency, the Port of Oakland, Sacramento Regional Transit, and the City and County of San Francisco. D. The County must proceed with this consulting services agreement for testing and inspection services because it does not have sufficient staff, facilities or equipment to provide the required services. 25019B03 . 01B RDH:pg Page 2 of 2
