SUBJECT: In the Matter of Revising Resolution #86/658 88/124
A County Career Development
Employment Project
Whereas, the Board of Supervisors on November 4, 1986 by resolution
#86/658, established a County Career Development Employment Project
and directed the County Administrator and Personnel Director to
implement the program; and
Whereas new civilian classifications of Sheriff's Aide and Sheriff's
Specialist in the Sheriff's Department have been established; and
Whereas the staff of the Personnel Department working with
representatives of several County departments has identified specific
trainee level positions suitable for career development purposes; and
Whereas the Sheriff's Department will utilize the County Career
Development Employment Program to fill twenty-five percent (25%) of
the new civilian positions: therefore
Be it By the Board of Supervisors Resolved that Board Resolution
#86/658 is amended to make the following provisions relative
to the County Career Development Employment Project
effective March 1, 1988.
1. Classification
A. Career Development Worker - Project (99X1 and 99X2) is retitled
and revised to Career Development Worker I - Project (99X3 and
99X4) which is a deep class established under authority of
Resolution 83/1 with compensation and terms and conditions of
employment defined herein. The specification for Career
Development Worker I - Project is attached hereto as Exhibit A.
B. All positions and incumbents in the class of Career Development
Worker - Project are reallocated to Career Development Worker I
Project effective March 16, 1988.
C. The class of Career Development Worker II - Project (99X5)
attached hereto as Exhibit B, is created as a standard five (5)
step class and ten (10) positions are established in Cost Center
0035/1300. Both actions to be effective March 16, 1988.
2. Salary Range
A. Compensation for Career Development Worker I - Project shall be
set by the Board of Supervisors and reviewed periodically.
The salary schedule shall be T8 769 ($1056-1607) effective July 1,
1987. Effective July 1, 1988, the salary schedule shall be T8 809
($1099-1672) .
B. Compensation for Career Development Worker II - Project shall be
set by the Board of Supervisors and reviewed periodically.
The salary schedule shall be C5 1356 ($1763-2143) effective March
16, 1988. Effective July 1, 1988, the salary schedule shall be C5
1396 ($1835-2230).

Appointment to Career Development Worker I - Project (99X3 & 99X41
' The appointing authority may make an initial appointment at any step of
the 18 step salary range' Appointment to any level shall be in
consideration of qualifications of the person appointed, the nature and
complexity of the work performed and training received and the relative
salary differential with the merit system classification to which
transition Will be made. Anniversary date shall be met in accordance
with Section 3'1 (b.2) of the Salary Regulations regardless of
appointment step of the individual employee. On each anniversary date
the employee is eligible to receive a 5% salary increase (2 - 2 I/2%
steps for Career Development Worker I and one step for Career
Development Worker II) '
4' Positions A total of twenty-five (25) unfunded Career Development
Worker - Project (fulltime) positions were originally classified in the
County Personnel Department (035)' The assignment of six Sheriff
Aide/Specialist positions to the County Career Development Program have
made' it necessary to increase the number of unfunded positions from 25
to thirty-five (85) ' Positions will continue to be transferred to
individual departments wishing to participate in the County Career
Development Employment Program. Positions thus established will be
funded by aala.ry offset of a specific funded classified position or
equivalent left Vacant and retained for transition of a Career
Development Worker - Project.

classifications, be granted permanent classified status and seniority
under authority of Section 1603'2 Transfer of Project Positionof the
Personnel Management Regulations.
6' Salary and Transition to Merit System Classes
Upon initial transition from Career Development Worker % - Project,
step placement in the merit system classification shall be at the
amount next highest from the salary level held as a Career Development
Worker I - Project. There shall be no restriction on reallocation from
the project class to the merit class based upon percent difference
between top steps of the classes involved.
7' Other ProvisionExcept as may be changed or modified by Resolution
�ereafter, all provisions of the Salary Regulations are applicable to
these classes.
8, Project Service Area The County Career Development Employment Program
projectis for the period December 5, 1986 to June 30,
1990 and
unless otherwise approved by separate Board action, is limited
to residents of Census tract 3650 (Parchmster and North Richmond) or
referrals from Jobs Preparation and Placement.

CAREER DEVELOPMENT WORKER I - PROJECT
SCOPE AND DEFINITION:
This extended-range classification is designed for the County Career
Development Employment Project. Positions in this class are located in a
variety of county departments where incumbents will learn job skills
appropriate to particular county classifications. Project participants are
expected to develop skills and competency necessary for transition to permanent
classified positions.
Continued participation in the project will be dependent upon a satisfactory
evaluation by the project supervisor at regular intervals. Incumbency in this
position is limited to successful completion of the individual 's training
cycle.
TYPICAL TASKS:
Incumbents in this class receive work experience in and learn to perform tasks
according to the department to which assigned. Those tasks may include, but are
not limited to the following: sorting a shelving of books according to an
established system; computing of overdue book fines and preparation of overdue
notices; typing of materials such as simple letters, memoranda, reports or
records from handwritten or typed material ; operation of office equipment;
filing of material such as correspondence, reports and studies; mixing and safe
usage of cleaning solutions; proper use of custodial equipment; record keeping
of items received, loaned and delivered; pickup and delivery of messages, books
and supplies; reviewing and checking building plans for selected single family
construction; assisting the public with application for building, electrical ,
plumbing and mechanical permits; operating a microfilm camera, processor or
film duplicator; indexing and cross-referencing documents to be microfilmed and
perform other routine duties of a similar nature.
MINIMUM QUALIFICATIONS:
Education: Possession of a high school diploma, G.E.D. or equivalent or
high school proficiency certificate.
Experience: Six (6) months of full-time experience or its equivalent in a
position which required public contact.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to perform simple calculations; ability to maintain files, keep
accurate records, spell correctly and use good English; ability to learn and
operate common office machines, gardening tools or cleaning equipment; ability
to understand and follow written and oral directions; ability to deal tactfully
and courteously with the public and with co-workers.

CAREER DEVELOPMENT WORKER II - PROJECT
SCOPE AND DEFINITION:
This extended-range classification is designed for the County Career
Development Employment' Project. Incumbents, under close supervision, assist
with a variety of technical support activities in the Sheriff' s Department;
make presentations before community groups and others on behalf of the
Department; and perform other related duties as required.
Project participants are expected to develop job skills and competency
necessary for transition to permanent classified positions.
Positions in this class are responsible for assisting with the performance of. a
variety of technical support duties which do not require the use of sworn
personnel .
The specific duties of incumbents in the Sheriff's Aide class differ depending
upon their assignment. Incumbents may be assigned to areas such as recruitment,
crime prevention, work alternative, work furlough and civil process.
Sheriff's Aide may report to either civilian or sworn personnel .
Continued participation in the project will be dependent upon a satisfactory
evaluation by the project supervisor at regular intervals. Incumbency in this
position is limited to successful completion of the individual ' s training
cycle.
TYPICAL TASKS:
Serves non-enforcement civil process such as subpoenas, complaints and summons;
serves notices such as those to pay rent, to vacate premises, notices of levy,
notices of reading of a will and similar legal documents; makes positive
identification of persons served; performs record keeping and other duties
associated with the service of legal process; assists in processing persons
being booked into the detention facilities; observes the activities of inmates
in the security modules; monitors traffic into and out of security modules in
the County Detention Facility; assists in coordinating the recruitment of
Deputy Sheriff Recruits and persons who have completed the POST Academy;
assists with the administration of written tests, agility tests and oral
interview boards; makes presentations to interested citizen groups on crime
prevention and community relations topics; provides training to citizens on
items of public interest and encourages participation in crime prevention
activities; conducts background checks on Work Furlough Program applicants and
other persons as directed; assists in interviewing and screening persons
eligible for the Work Alternative and Work Furlough Programs; makes telephone
and field contacts to insure that inmates have a job and are reporting to work;
processes a variety of paperwork and forms; as directed, gathers data and
writes reports; assists in compiling a variety of data; answers questions
received from the public both over the telephone and in person.
MINIMUM QUALIFICATIONS:
License Required: Valid California Motor Vehicle Operator' s License.
Education: Successful completion of at least 15 semester or 20 quarter
units from an accredited college or university which included at least one
course in English, English composition, mathematics, statistics, public
speaking, administration of justice or report writing and one course in the
behavioral sciences such as psychology or sociology.
Experience: One year of full-time experience or its equivalent in a
position which included one or more of the following: public contact;
responsibility for making presentations before community groups; the
preparation of written reports and recommendations; or peace officer duties in
a public agency.
Substitution for Education: Possession of a high school diploma, G.E.D. or
high school proficiency certificate and six months of additional qualifying
experience may be substituted for the required education.
Substitution for Experience: Successful completion of an additional 30
semester units or 45 quarter units at an accredited college or university may
be substituted for the required experience.
KNOWLEDGE, SKILLS AND ABILITIES:
Ability to perform numeric calculations; ability to gather and analyze data;
ability to write reports; ability to work cooperatively with a wide variety of
persons; ability to make presentations before groups; and the ability to
communicate and work effectively with other staff.

SUBJECT: County Career Development Employment Project
In its discussion on and subsequent approval of expanding the
Career Development Employment Project, the Board then approved the
following actions:
1. REQUESTED Lloyd Madden, Project Manager, to contact
other local jurisdictions and agencies to urge them to
use the Career Development Employment Project as a
part of their local affirmative action programs; and
2 . AUTHORIZED the County Administrator to write a letter
to Nathan Shapell advising of the Project' s success
and expressing the County' s appreciation for his
assistance in funding the Project.
