SUBJECT: Approval of Consulting Services Agreement for the
Development of a Landscape Plan for Oakley Area Basins.

Justification
I. RECOMMENDATION
APPROVE consulting services agreement with Site Development
Consultants for the development of a landscape plan for the
Oakley area flood detention basins and AUTHORIZE the Chief
Engineer to execute the agreement with Site Development Consul-
tants for the development of a landscape plan at a cost not to
exceed $7, 235. 00 without prior approval of the Chief Engineer.
FUNDING: 20% Drainage Area 29E, 27% Drainage Area 29C, 53%
Drainage Area 30A.
II. FINANCIAL IMPACT
The maximum cost for the landscape plan is $7,235. 00 which is
available from local funds. The plan will serve as a basis for
future landscaping projects.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Flood Control District has constructed 4 detention basins in
the east County. These basins were constructed without land-
scaping, in unpopulated areas. Now, as the area develops and
housing goes up around these basins, the need for more
aesthetically pleasing facilities is apparent. Future land-
scaping will allow the basins to become a more positive part of
the community setting.

IV. CONSEQUENCES OF NEGATIVE ACTION
The community has asked us to improve these sites. If we make
our detention basins a more aesthetically pleasing part of the
community, we may have additional community support for future
flood control projects.
