Support SB34- Delta Levees, authorize letters to be sent to State officials expressing the County' s support, authorize testimony at Assembly hearing. 2. Authorize a letter to the Director of the Department of Water Resource requesting information of Delta water export pumping schedules and efforts to reduce impact on fisheries. 3 . Authorize Water Committee to present testimony on behalf of the County at a Congressional hearing on toxics at military bases in the Bay Area. FINANCIAL IMPACT None. REASONS FOR RECOMMENDATION/BACKGROUND 1, SB34, sponsored by Senator Boatwright, provides additional funding for Delta levee protection and. rehabilitation. This bill is essentially the same as SB182 , introduced last year by Senator Boatwright, that was endorsed by the Board. An additional $2 � million annually, for a total of $12 million annually, has been added to the bill to fund the program. The Water Committee recommends support for this bill, which was initially introduced by Senator Boatwright on behalf of the Coalition! to Save Our Delta, which was initiated by Contra Costa County. it is appropriate that letters indi- cating the Board' s support be sent to the Director of the Department of ; Water Resources, the Governor, the Speaker of the Assembly, ! the President Pro-Tem of the Senate, and the Chair of the ;Assembly Ways and Means Committee. The Board should also authorize the Water Committee to present testi- mony on behalf of the Board in support of the bill at-, appro priate legislative hearings. Contra Costa !County has constantly expressed its concern about water export pumping from the Delta, in particular its impacts on fisheries. For striped bass, Spring is a criti- cal time period for migration of striped bass eggs and larvae. The County has previously asked the Department of Water Resources to adjust the schedule of water export pump- ing during this time period to reduce impacts on striped bass. It is !, appropriate again to ask the Department of Water Resources how they intend to minimize fishery losses during this critical spring period. 3 . A Congressional hearing in the Bay Area has been scheduled by Congressman George Miller to discuss the impact on water quality of hazardous waste disposed at military facilities throughout the Bay Area. The tentative date of the hearing is February 26 . It is appropriate that the Water Committee present testimony expressing concern on this potential source of contamination of the Bay and the Delta.
