February 9, 1988 County I SUBJECT: SOLID WASTE CODE ENFORCEMENT COSTS SVECIF1C RL;OEST(Sj OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Refer to the County Administrator' s Office and the Community Development Department the concept outlined below regarding coverage of code enforcement costs for solid waste development agreements, to the extent that they are not now covered in the development agreement. BACKGROUND INFORMATION: Through Supervisor Powers ' initiative, reduction of the serious problem of litter throughout our county was aided tremendously by conceptual Board support for including the costs for Sheriff 's enforcement and cleanup into the development agreements for new landfill sites. This will go a long distance toward solving our seemingly ever-expanding litter problems. ' I would, however like to suggest an enhancement of the sections pertaining to litter and solid waste problems developed by the Community Development Department in the Development Agreement which would help us attack the problem from a slightly different angle. In the sections that indicate dollars for the Sheriff ' s Department for litter control, I would like to see us add another $100 ,000 for the extensive code enforcement efforts that are needed to take care of properties in this county where residents stockpile garbage, litter and junk. The Building Inspection Department, General Services Department, the County Administrator' s Office, the County Counsel' s Office and our own district office staffs spend a considerable number 'of hours each year dealing with these problems. The cities extend comparable efforts. Some specific code enforcement problems on junkyard type cases have extended for seven to ten years and run up county enforcement costs of $10,000 to $20, 000. If, after a few years of concerted clean-up operations, the full $100 ,000 is not needed, it should be phased down to the appropriate activity level.
