SUBJECT: Proposed Tri-Valley Wastewater Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
The Contra Costa County Board of Supervisors acknowledges the
efforts to date in the cooperative planning being done by
jurisdictions within the Tri-Valley area. It also recognizes the
efforts of those agencies in dealing with growth management issues.
Nonetheless, the Contra Costa County Board of Supervisors request
that Alameda County, Livermore, Dublin, Pleasanton and San Ramon
prepare a comprehensive land use and infrastructure plan for the
Tri-Valley Area prior to approving the current sewer project
proposed by the Tri-Valley Wastewater Authority.
That the Contra Costa County Board of Supervisors request that all
agencies involved oppose the currently proposed sewer expansion
project until such time as a comprehensive land use and
infrastructure plan has been prepared for the Tri-Valley.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 17, 1988, the Tri Valley Wastewater Authority is
meeting to vote on a sewer expansion project that could exceed the
buildout of the General Plans for Livermore, Pleasanton, Dublin and
San Ramon.
If that level of growth occurs, the EIR (Tri-Valley Wastewater
Management Plan Transportation Study, March 1987) shows Service
Level F, gridlock on I-680 and nine surface streets even if major
highway road improvements are made. The Year 2005 Travel Trends
and Highway Impacts Report, I-680/2-580 Corridor Study Phase II ,
Metropolitan Transportation Commission report, August 1986 , also
supports this finding.

The Board requested Supervisor Schroder to work with the agencies
in the area to insure the County concerns are addressed; they
directed County staff to present this position to the Tri-Valley
Wastewater Management Agency at its February 17, 1988 meeting.

The Association of Bay Area Governments (ABAG) was asked by the
City of Oakland to assess the regional growth and planning
effects of the proposed Tri-Valley Wastewater Program. In that
regard, ABAG' s Comprehensive Planning Subcommittee reviewed the
information contained in the Wastewater Management Plan' s Draft
Environmental Impact Report.
The ABAG report was conveyed to the Tri-Valley Wastewater
Authority on September 10, 1987 and was essentially concerned
with the regional growth and planning effects of oversizing the
export system to more than twice what is needed to serve
development anticipated by local land use plans in the service
area.
