I THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on February 9 , 1988 , by the following vote: AYES: Supervisors Powers, Fanden, McPeak, Torlakson, Schroder NOES: None ABSENT: None ABSTAIN: None I ------------------------------------------------------------------ SUBJECT: Bridge Toll Legislation i I The Board considered the recommendations set forth in the report of the Contra Costa Transportation Committee (copy attached) relative toltoll bridge legislation and legislative principles supported by Contra Costa County. SupervisoriFanden expressed concern that increased bridge tolls could be used for BART and that increased tolls perpetuate a double taxation concept. Supervisor ! Powers responded by calling attention to the fact that the decision as to how the funds would be allocated would be made in another process in which the Board would have input. He noted that Recommendation No. 2 includes TSM measures for toll free access. Supervisor :McPeak inquired if the draft legislation and the principles under consideration allow the California Transportation Commission to manage the bridge tolls consistent with TSM. She requested that Recommendation No. 3 be amended to reflect bridge toll management to apply not only to the inflation factor but also allow flexibility in the management of TSM/toll programs. She referred to Recommendation No. 2 and recommended that the toll free acGress for carpools and vanpools be handled in such a way so that all, legal concerns with bond holders will be addressed by this legislation. Supervisor �Fanden advised that the Martinez Bridge Committee was supportive of raising the toll on the Martinez- Benicia Bridge to 50 cents ( 10 cents increase) to facilitate the flow of traffic over the bridge by reducing the need to make change. She expressed reservations with the proposed increase to $1. 00. Supervisor Fanden expressed support for the toll free Friday afternoon which is not included in the proposed recommendations. Even though she stated that she would vote in support of the attached recommendations, she reserved the right to change her vote at some future date if it was determined that the issues were contrary to what she believed to be needed. "J SUBJECT: Toll Bridge Legislation SPECIFIC REQUEST(S) OR RECOMMENDATION(,S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION: In order to facilitate timely representation of the County' s interest in these latest toll bridge legislation discussions, below are legislative principles supported by the County: 1. Support legislation which meets programmed and projected bridge capital outlay needs and bridge corridor-related transit capital needs through a toll increase. This translates into toll increases of ,the following magnitude: Sets automobile tolls ( Class I vehicles) at $1 . 00 for the seven state-owned bay area toll bridges. Provides for an increase in commercial vehicle (truck) tolls in the range of 500 overall. 2 . Authorizes toll-free access for carpools and vanpools. Caltrans, in consultation with appropriate counties, MTC and the CTC, shall determine carpool definitions and hours of operation on each bridge where it is determined that such TSM measures are effective in limiting the number of vehicles. 3 . Allows for future special circumstances, authorizing the California Transportation Commission to adjust tolls to keep pace with inflation and to ensure that funds for the program promised to commuters in this legislation is realized. 4. Authorizes expenditure of the new revenues to be limited to bridge improvements, new bridge spans as authorized by the legislature, bridge approaches, and new capital outlay for rail extensions. 5. Prohibit expenditures of the new revenues for routine bridge maintenance costs now financed from the .State., Highway account or for transit operating subsidies. Continues the existing program of transit support from current net revenues. 7 . Allocates all additional transit funds for extensions and new rail starts as a method of providing matching funds for state and federal transit capital programs. 8 . Continues the CTC role in allocating funds to bridge improvements and approaches through the annual STIP process. 9 . Establishes a set county by county allocation program for new rail starts and extensions capital outlay with projects to be nominated through the RTIP. 10. Restores bonding authority for bridge improvements and approaches to the CTC. 11. Groups all seven state-owned bay bridges together to maximize financing eligible for new transportation improvements.
