Establish a contract compliance operation within the Affirmative Action Division and spell out procedures for its operation which are consistent with adopted Board policy and acceptable to the County Administrator' s Office. 2 . Familiarize the County' s Affirmative Action Officer with contract compliance policies prepared for this County and, those operated in other jurisdictions so that she is comfortable in supervising a new employee who may not be familiar with how to operate a contract compliancelprogram. 3 . Prepare a work program outlining how an MBE/WBE policy should be applied to this County' s purchasing program and identify the steps that must be taken to implement such a policy in this County. 4 . Prepare a work program outlining how an MBE/WBE policy should be applied to the County' s personal service contracting policy and identify the steps that must be taken to implement such a policy in this County. We anticipate that these objectives can be accomplished in 6-9 months at a cost not to exceed $30, 000. We anticipate requesting the Board of Supervisors to apply for a grant from the U. S. Department of Commerce which we understand has funds available for this purpose. I
