RECOMMENTIONS:A
1 . Award bid for MBE/WBE contract compliance program to Mason
Tillman Associates of Berkeley.
2 . Authorize CountyAdministrator to negotiate a contract with
Mason Tillman Associates to establish a contract compliance
program and return the contract to the Board for final
approval.
BACKGROUND:
In September 1987 , tY.e Board of Supervisors approved an MBE/WBE
Program for construction contracts, including goals of 13% for
minority-owned businesses and 2% for women-owned businesses. The
Board subsequently_ dilrected the County Administrator to prepare
and circulate a Request for Proposals for a contract compliance
program. The Board approved the RFP on December 1, 1987 .
The County received nine responses to the RFP. These nine
proposals were reviewed by the County' s Affirmative Action
Officer, staff from the Public Works and General Services
departments, and by two outside contract compliance officers not
associated with the County. Each individual ranked the
proposals. The top five firms were asked to come in for an oral
interview. The interview panel included the following:

John Kerekes, Assistant Director, Public Works Dept.
Cliff Baumer, Purchasing Manager,. General Services Dept.
Lloyd Madden, on behalf of the West County Justice
Center Advisory Committee
Claude Van Marter, , Assistant County Administrator
At the conclusion sof the interviews, the interview panel
expressed nearly unanimous preference for Mason Tillman
Associates. It is,! therefore, recommended that the County
Administrator be authorized to negotiate a detailed contract with

Mason Tillman Associates that spells out in more detail how Mason
Tillman Associates willl assist the County in achieving the four
following objectives: I
1 . Establish a contract compliance operation within the
Affirmative Action Division and spell out procedures
for its operation which are consistent with adopted
Board policy and acceptable to the County
Administrator' s Office.
2 . Familiarize the County' s Affirmative Action Officer
with contract compliance policies prepared for this
County and, those operated in other jurisdictions so
that she is comfortable in supervising a new employee
who may not be familiar with how to operate a contract
compliancelprogram.
3 . Prepare a work program outlining how an MBE/WBE policy
should be applied to this County' s purchasing program
and identify the steps that must be taken to implement
such a policy in this County.
4 . Prepare a work program outlining how an MBE/WBE policy
should be applied to the County' s personal service
contracting policy and identify the steps that must be
taken to implement such a policy in this County.
We anticipate that these objectives can be accomplished in 6-9
months at a cost not to exceed $30, 000. We anticipate requesting
the Board of Supervisors to apply for a grant from the U. S.
Department of Commerce which we understand has funds available
for this purpose.
