REQUEST FOR USE OF SPACE AT EL PUEBLO, CAL 11-5, PITTSBURG

I. RECOMMENDED ACTION:
APPROVE removal of one housing unit at CA011005, E1 Pueblo, Pittsburg, from the
rent-roll to serve as classroom space on a rent-free basis to the Pittsburg Adult
Education Center, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
In removing one unit from the rent roll in E1 Pueblo, the Housing Authority
would forfeit the $182.94 average rent per month paid by a public housing family,
however, HUD subsidy will not be affected.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
For the past six months_.the Pittsburg Adult Education Center has operated an
Adult Basic Education program at E1 Pueblo on a demonstration basis. This program
started slow, but quickly became more successful as outreach was done to encourage E1
Pueblo residents to participate in the program.
The Pittsburg Adult Education Center is now seeking to establish a regular
classroom site at E1 Pueblo which will provide a credentialed adult education
teacher. The teacher will deliver 30 hours of instruction per week to E1 Pueblo
residents in Adult Basic Education classes and the Pittsburg Adult Education Center
will commit approximately $30,000 per year to this program. They have also requested
the presence of an adult resident to ensure afternoon and evening safety and
supervision. This person would, ideally, be able to assist the teacher in providing
supervision, but also act as a teachers aide providing academic assistance as
assigned by the teacher, however, they do not have funds available for this person.
To make this project financially feasible, the Pittsburg Adult Education Center
is requesting that the Housing Authority provide one unit off the rent roll which will
serve as classroom space on a rent-free basis. With respect to the additional
request of an adult to assist the teacher, the Housing Authority could make
arrangements to utilize the services of Brother Billy White, who is already under
contract with the Housing Authority.

The Adult Basic Education Program is an excellent program which would
significantly benefit many residents of El Pueblo.
At its Regular Meeting; on January 25, 1988, the Advisory Housing Commission
moved to recommend approval of the removal of one housing unit at CA011005, E1
Pueblo, Pittsburg, from the rent-roll to serve as classroom space, on a rent-free
basis, for an Adult Basic Education Program as proposed by the Pittsburg Adult
Education Center.
IV. CONSEQUENCES OF NEGATIVE ACTION:

Should the Board of Commissioners elect to not remove one housing unit at
CA011005, El Pueblo, Pittsburg, from the rent-roll for use as classroom space by the
Pittsburg Adult Education Center, an opportunity to further the educational needs of
the low income families residing in E1 Pueblo would be lost.
