SUBJECT: Approval of Interim Contract 424-442-1 with La Cheim Residential
Treatment Centers (Residential Care and Day Treatment Services
for Mentally Disturbed Latency Age Children)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :

Approve and authorize the Chairman to execute on behalf of the
County, Novation ;Contract 424-442-1 with La Cheim Residential
Treatment Centers ' in the amount of $263 , 251 for the period from
November 11 , 1987 through June 30 , 1988 for start up and
operation of a six-bed residential and off-site day treatment
program for between six and ten emotionally disturbed latency
age children (8 to 14 years old) . This Novation Contract also
includes an automatic six-month extension for the period from
July 1 , 1988 through December 31 , 1988 with a six-month Payment
Limit of $127 , 245 .
II . FINANCIAL IMPACT : i
Funding for this Contract is included in the Department ' s
FY 1987-88 Budget . The Contract Payment Limit is funded
approximately 59% by State Short-Doyle Mental Health Funds newly
allocated to the! County for FY 87-88, 7% required County
matching funds , and 34% special State settlement funds , esti-
mated as follows :
$1563,000 State Short Doyle Mental Health Funds
17 ,333 Required Matching County Funds
891918 Special State Settlement Funds
$2633,251 Total Contract Payment Limit
It is possible that the State Short-Doyle Mental Health Funds
which are allocated for this program will increase prior to June
1988 , in which case , the required matching County Funds will
increase slightly, and the Special State Settlement Funds will
decrease slightly, with no change in the Contract Payment Limit .

III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
On November 10 , 1987 , the Board approved Interim Contract
424-442 with La Cheim Residential Treatment Centers for the pur-
pose of establishing a residential treatment program for emo-
tionally disturbed latency age children.
There are currently no residential treatment beds for seriously
emotionally disturbed latency age children in Contra Costa
County. Presently these children must be placed at Napa State
Hospital or community care facilities distant from family and
community. Each year the number of latency age children who
need residential treatment increases .
Novation Contract 424-442-1 replaces the Interim Contract and
provides start-up funding for this new treatment facility to
help meet this need in Contra Costa County.
Establishing and operating this facility will reduce our utili-
zation of Napa State Hospital beds by diverting children from
State hospitalization and/or by enabling an earlier discharge
than is now possible . Currently, Contra Costa is one of the top
users of the the State hospital system. This in-County facility
will also give family members a greater opportunity to par-
ticipate in treatment which , in turn , should decrease the length
of time a child requires out-of-home placement and increase the
efficacy of treatment and family reunification.
