Specific Request(s) or Recommendation(s) & Background & Justification I. RECOMMENDATION 1. ENDORSE State of California Senate Bill No. 502 (Royce) which provides for a new method of calculating State Department of Water Resources financial participation in federal flood control projects that are subject to the new federal cost sharing regulations. 2 . REQUEST the County Administrator's Office to solicit the support of local State legislators for passage of Senate Bill No. 502 . II. FINANCIAL IMPACT The passage of Senate Bill No. 502 will provide between $400, 000 to $500, 000 of additional State funding for the Wildcat/San Pablo Creeks Project which falls under the new federal cost sharing regulations. REASONS FOR RECOMMENDATION/BACKGROUND Under current State legislation, the State Department of Water Resources reimburses local agencies for 75 percent of their right of way costs and 90 percent of their relocation costs incurred in implementing a federal flood control project. Recently, the federal government has changed its cost sharing regulations on federal flood control projects to require the local sponsor to pay 5 percent of total project cost as a cash contribution to the federal government in addition to the previously required financing of project rights of way and relocation costs. Senate Bill No. 502 establishes new State guidelines for reim- bursements by the State Department of Water Resources which will provide a 70 percent reimbursement of all non-federal project costs. �I I i i 1
