SUBJECT: Workshop with the Task Force on Homelessness
The Board held a workshop with the Task Force on
Homelessness at the Office of the Housing Authority of Contra Costa
County, 3133 Estudillo Street, Martinez.
Carol Severin, Director of the Office on Homelessness,
reviewed the findings of a one-week survey conducted in February by
the Office on Homelessness and service providers throughout the
County. She noted that the survey covered such areas as total
number of homeless participating in the survey, the homeless,
population/ability to find shelter, composition of homeless families
(single males/females, families with children) , and geographic
distribution. Ms. Severin advised that Contra Costa County's home-
less problem is similar to other counties, that many of these people
are homeless for the first time, that most are not already involved
in a benefit system, and that seventy percent of today's homeless in
Contra Costa County are families with children.
Discussion centered on funding for homeless programs to
provide shelter, 'involvement of the cities for the development of
stable funding sources for homeless programs, the need for legisla-
tive relief in this area, and the need to develop a program in con-
junction with the GAIN program to rehabilitate presently substandard
buildings as a means of getting homeless individuals off the street
and help them to gain employment.
At the conclusion of the workshop it was agreed that:
1 . The County Administrator would report on proceeds from
past and future tax exempt bonds ;
2. A letter is to be sent to Redevelopment Agencies to
determine what buildings might be available for a
winter relief program for the homeless ;
3 . A letter is to be sent to Churches inviting their par-
ticipation in a joint meeting with the Board of
Supervisors and Homelessness Task Force to determine
their interest in providing shelter for the homeless
and/or adopting homeless families;
4 . The County Administrator's Office is to develop the
methodology to be used in contracting owners of aban-
doned buildings which might be repaired and used for
housing the homeless.
5 . A workshop is to be scheduled in sixty days to
determine status of the above assignments.
6 . County Administrator is to review the recommendation
of the Task Force.
