HomeMy WebLinkAboutMINUTES - 07141987 - S.4 TO: BOARD OF SUPERVISORS FROM : Supervisor Tom Torlakson Contra Costa DATE'. �� July 14, 1987 SUBJECT: Use of U.S. NAVY funds and federal funds as back up funding source on loan basis for Highway 4 Interim Project in case SPECIFIC REQUESTS OR RECON4dENDATiON 8 BACKU GROND AND JUSTIFICATION RECOMMENDED ACTION: Request Board of Supervisors to approve in concept the use of federal funds or funds acquired from the U.S. Navy for the purposes of mitigating the impacts of the proposed Port Chicago Highway closure as a backup funding source for loan purposes only, to the cities of Antioch and Pittsburg, and if approved, direct the Transportation Planning Department to send a letter to the cities of Antioch and Pittsburg indicating the county' s willingness to make a commitment, that if and when funds acquired from the U.S. Navy become available, these funds would be available to any single jurisdiction or combination of jurisdictions on a loan basis to enable them to keep their loan repayment schedule for the Highway 4 additional lane project in the event of a decrease in the rate of housing construction. It would be understood that the loan would be repaid, with interest when housing construction picked up again. BACKGROUND INFORMATION: Even though I feel it is extremely unlikely that we will experience a drop in the housing market or any other factors that would eliminate growth in the next few years (e.g.drastic drought, requiring water rationing and" a "no growth" policy during that period of drought) , I understand the concerns of the cities, that there may be a period where there would not be enough housing construction to generate the fees necessary to repay loan within the five year period. It has been the assumption that, if the Navy forces the closure of Port Chicago Highway, any funds to mitigate the impact of theiclosure awarded to the county and the surrounding communities should be adequate to replace the two lanes carrying traffic out of east county, since the closure, would in effect put two lanes of additional traffic on an already crowded Highway 4. It should be noted that tentative discussions of the Board of Supervisor's and the Highway 4 task force have been that the road should not actually be closed until replacement lanes can be 'provided. ' The actual and full amount of those funds will be needed for the east bound lane, which is a $2 million project to get over the grade and an additional $5 million to get from the east side of the grade to Bailey Road. The additional $5'million is needed to make the third lane functional otherwise the bottleneck would only be transferred from the west side to the east, strangling traffic at Bailey Road in West Pittsburg. The west bound is needed at least to Bailey Road.
