SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Adopt the attached Resolution electing the pass-through from the North Richmond Redevelopment Project to the County and all County- Controlled Agencies of those taxes attributable to the 20 increase in assessed value allowed by Proposition 13 . FISCAL IMPACT The County and County-Controlled Agencies will receive annually from the North Richmond Redevelopment Project those taxes generated from the 2% increase in assessed value that is allowed by Proposi- tion 13 . BACKGROUND/REASONS FOR RECOMMENDATIONS Community Redevelopment Law was amended in 1984 to allow any taxing agency - and require every school and community college district - to elect to be allocated these taxes generated from an increase in the tax rate and from the 20 increase in assessed valuation allowed by Proposition 13 . The Resolution electing this allocation should be adopted by the governing body of a taxing agency prior to adoption of the redevelopment plan. The Board is considering adopting a Redevelopment Plan for the North Richmond Area. The attached Resolution makes this election relative to the North Richmond Redevelopment Project on behalf of the County (General Fund) , the Library District, the West County Fire District, County Service Area M-7 , the County Flood Control District, County, Flood Control 7, County Storm Drain Area 4, the County Water Agency, and the County Resource Conservation District. Resolution No. 87/419 SUBJECT: Election of Tax Increment Pass-Through for County Taxing ;Agencies The Contra Costa County Board of Supervisors resolves that: The Contra Costa County Redevelopment Agency is preparing a redevelopment plan for the North Richmond Redevelopment Project Area which provides for tax increment financing pursuant to Health and Safety Code Section 33670 . Contra Costa County, the Contra Costa County Library District, the West County Fire District, County Service Area M-7 , the County Flood Control District, County Flood Control Zone 7, County Storm Drain 4 , the County Water Agency, and the County Resource Conservation District (collectively referred to herein as the "Taxing Agencies") are all affected taxing agencies entitled to make the election described in Health and Safety Code Section 33676. The Contra Costa County Board of Supervisors , as governing board for each of the Taxing Agencies , elects that each of the Taxing Agencies be allocated all of the tax revenues attributable to increases in the rate of tax imposed for the benefit of each such agency which levy occurs after the tax year in which the ordinance adopting the redevelopment plan becomes effective, and elects that each of the Taxing Agencies be allocated all of the tax revenues attributable to increases in the=, assessed value of the taxable property in the North Richmond Redevelopment Project Area, as the assessed. value is established by the assessment roll last equalized prior to the effective date of the ordinance adopting the North Richmond Project Area Redevelopment Plan pursuant to Health and Safety Code Section 33670 (a) , which are or otherwise would be, calculated annually pursuant to Revenue and Taxation Code Section 110 . 1 (f) . - The Clerk of the Board is authorized and directed to transmit copies of this Resolution to the appropriate officials and to take all other actions required by Section 33676 to implement the election set forth in this Resolution.
