DISTINGUISHING CHARACTERISTICS: Election Processing Supervisor is a single position class having primary responsibility for the day-to-day direction and coordination of election related clerical support activities. In addition, the incumbent is responsible for managing all activities of the Elections Division Warehouse Section. The class is distinguished from that of Elections and Registration Manager in ' that the latter has responsibility for assisting the Assistant County Registrar to plan, organize and direct all aspects of the elections and registration program including the Election Services, Warehouse and Mapping sections. TYPICAL TASKS: May perform and/or train and direct subordinate staff performing the following tasks: maintains the active voter registration files and determines who is eligible to vote or who is eligible to purchase voter registration lists; monitors the candidate nomination process to ensure that documents are submitted in an efficient and timely manner; notifies candidates of deadlines for submission of Campaign Ordinance forms; processes applications for absentee ballots and absentee eligibility; receives and examines petitions for Initiative, Referendum and Recall elections; reserves polling locations and trains Election Officers; hand counts ballots to verify precision of ballot counting devices; inventories all election supplies and ensures that all mailings are processed in an efficient and timely manner; and responds to inquiries from the public regarding the California Elections Code. Plans, assigns and reviews the work of subordinate personnel ; interviews and selects, or recommends selection of subordinate personnel ; conducts or participates in the evaluation of employees performance; insures that County and departmental rules and policies are followed: interprets policy and complex procedures for the guidance of subordinates; evaluates work procedures, , office forms and equipment and effects or recommends changes; supervises the maintenance of time and attendance records; prepares reports and correspondence; and in the absence of the Assistant County Registrar and Elections and Registration Manager supervises the overall functions of the Elections Division. MINIMUM QUALIFICATIONS: License Required: Valid California Motor Vehicle Operator's License. Education: Possession of a high school diploma, G.E.D. equivalency, or a high school proficiency certificate. Experience: Four years of full-time clerical experience or its equivalent, at least two years of which must have included responsibility for assisting in the conduct of public elections held by a city or county agency. KNOWLEDGES, SKILLS AND ABILITIES: A working knowledge of the California Election Code and laws relating to the conduct of election services and voter registration; knowledge of office, warehouse and clerical procedures and techniques including the scheduling of work, the instructing and training of subordinate employees, and the inventory and distribution of election related materials; knowledge of office equipment and machines; knowledge of .administrative practices and principles; ability to plan, organize and supervise the work of others; ability to deal tactfully with employees, officials and the public; ability to interpret and apply complex elements of the California Election Code; ability to prepare clear and ;concise reports; ability to develop and write office procedures; ability to understand and carry out oral and written directions; ability to perform difficult and complex administrative work; ability to understand and maintain election calendars and process schedules.
