Bragdon FROM: Director of Community Development mantra DATE; July 1, 1987 )sta Appointment of a Local Assessment Committee for the oposed SUBJECT: Erickson Enterprises Hazardous Waste Transfer Station in North Richmond SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATION Accept the nominations from Supervisor Powers and appoint the following members for the Local Assessment Committee: Rosemary Corbin - community at large Reverend Robert J. Riley - community at large Reverend C.W. Newsome - community at large Henry Clark, West County Toxics Coalition - environmental/public interest group Susan Thollaug, Sierra Club - environmental/public interest group Larry Burch, Richmond Sanitary District - affected business Lina Hale, Aebi Nursery - affected business FINANCIAL IMPACT The applicant will pay a fee to the Office of Permit Assistance, which will make technical grants to local committees to cover the cost of hiring an independent consultant to assist in reviewing the project and negotiating terms and conditions with the applicant. The cost of staff resources to assist the Assessment Committee will be paid by application fees for Land Use Entitlements. REASONS FOR RECOMMENDATION/BACKGROUND On July 7, 1987 the Board of Supervisors approved the report that AB 2948 (Chapter 1504, September, 1986) requires the Board to appoint a Local Assessment Committee whenever a hazardous waste facility project is proposed. Since the proposed project will be located in North Richmond, the Board approved that applications be sent to, and nominations made from Supervisor Powers. AB 2948 requires the membership of the committee be broadly constituted to reflect the makeup of the community, and shall include three representatives of the community at large, two representatives of environmental or public interest groups and two representatives of affected businesses and industries. Members of the committee shall have no direct financial interest, as defined in Section 87103 of the Government Code, in the proposed hazardous wa tofacil' ty project. The first public meeting of this project has been scheduled for July 22, 1987. In order to expedite the permitting process and afford the committee members the opportunity of attending the initial public meeting, we recommend that appointments be made at the July 14, 1987 Board of Supervisors meeting.
