I . RECOMMENDATION
Fix , August 4 , 1987 at 10 : 30 a . m . as the date and time for a
hearing on the adoption of an amended fee schedule for the Crow
Canyon Road Extension Area of Benefit.
II . FINANCIAL IMPACT
None.
III . REASONS FOR RECOMMENDATION/BACKGROUND
As allowed by the conditions of approval , the Canyon Lakes
Development opted to construct two lanes of Crow Canyon Road
within a six-lane right of way from the eastern boundary of the
Canyon Lakes Development to Camino Tassajara Road and install six
signals at specified locations between E1 Capitan and the eastern
boundary of the Canyon Lakes Development. The Crow Canyon Road
Extension Area of Benefit was established February 4 , 1987 for
the purpose of reimbursing Blackhawk Corporation , Developer of
Canyon Lakes , for 100 per cent of the cost of constructing the
two lane road to Camino Tassajara Road and 75 per cent of the
cost of the specified signal installations . A reimbursement
agreement between Blackhawk corporation and the County was
adopted by the Board ( Resolution 86/560 ) September 16 , 1986 .

Ordinance Number 86- 11 , February 4 , 1986 , adopted the fee
schedule with the provision "final fees subject to annual review
of final costs and final approved entitlements in Fee Benefit
Area by Contra Costa County " . To ensure that Blackhawk
Corporation is reimbursed for their costs , it is necessary to
revise the fee schedule based on updated cost and land use
information , as outlined in the attached report .
IV. CONSEQUENCES OF NEGATIVE ACTION
Failure to amend the fee schedule for the Crow Canyon Area of
Benefit at this time may result in less than 100 per cent
reimbursement to Blackhawk Corporation for the construction of
the Crow Canyon Road Extension and less than 75 per cent
reimbursement for the installation of six specified signals .
