MICHAEL WALFORD, PUBLIC WORKS DIRECTOR DATE: July 7, 1987 SUBJECT: ORDINANCE NO. 15 FOR SANITATION DISTRICT NO. 5 Specific Requests or Recommendation(s) & Background Justification I. RECOMMENDED ACTION: a. That the Board of Supervisors of Contra Costa County as and constituting the Board of Directors of Contra Costa County Sanitation District No. 5, introduce Ordinance No. 15 entitled "An Ordinance Establishing Annual Sewer Service Charges for Fiscal Year 1987-88 in Contra Costa County Sanitation District No. 5." b. That the Board of Supervisors set August 4, 1987 at 9:00 a.m. in the Board of Supervisors Chambers, 651 Pine Street, Martinez, California, as the time and place for a public hearing to consider _ oral and written objections or comments concerning establishing .annual service charges for' Sanitation--District No--5 -for Fiscal Year 1987- 88 . c. That a notice of the time and place of the hearing including a general explanation of the matter to be considered be mailed at least 14 days prior to the hearing to any interested party who files a written request with the District for mailed notice pursuant to Government Code Section 54992. d. That at least 10 days before the public hearing, the District shall make available to the public data indicating the amount of cost, or estimated cost, required to provide the service for which the charge is levied, and the revenue sources anticipated to provide the service. II. FINANCIAL IMPACT: The above actions have no impact on County finances. County services to Sanitation District No. 5 are funded entirely by the annual sewer service charges. REASONS FOR RECOMMENDATION/BACKGROUND: Each year the County Sanitation Districts are required to set by Ordinance the annual sewer service charges. Government Code Section 54992 describes what steps are necessary before such an ordinance can be adopted, IV. _ CONSEQUENCES OF NEGATIVE ACTION: The District would be unable to collect sewer service fees for Fiscal Year 1987-88, and therefore would be unable to provide service to the people. Public Works, Accounting Citation Builders TrammelfCrow Company -EJS_:dr - j obi :bo7 . t7 ORDINANCE N0. 15 BEFORE THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY AS AND CONSTIMING THE BOARD OF DIRECTORS OF CONTRA COSTA COUNTY SANITATION DISTRICT NO. 5 AN ORDINANCE ESTABLISHING THE ANNUAL SEWER CHARGES FOR FISCAL YEAR 1987-88 IN CONTRA COSTA COUNTY SANITATION DISTRICT NO. 5 The Board of Supervisors of Contra Costa County, as and constituting the Board of Directors of Contra Costa County Sanitation District No. 5, does ordain as follows: SECTION 1. ANNUAL UNIT CHARGE. For Fiscal Year 1987-88 the "Annual Unit Charge" referred to in Section 4 of Ordinance No. 1 is $260.00. SECTION 2. EFFECTIVE DATE. This Ordinance becomes effective 30 days after passage, and within 15 days after passage shall be published once with the names of Supervisors voting for and against it in the , a newspaper published in the County and circulated in the District.
