SUBJECT:
Conference of Mayors Request on Contra Costa Transportation
Partnership Commission Proposal
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AM JUSTIFICATION
RECOMMENDATION:
That the Board of Supervisors consent in concept to participate with
the Conference of Mayors' proposed Transportation Partnership, even
though it appears that the proposal needs further work.
FINANCIAL IMPACT:
Costs arising from the proposal are unknown at this time. The number
of County staff that would be needed for the Transportation
Partnership proposal is unknown. At a minimum, under the current
proposal, it appears that staff will be needed for at least eight
committees. This includes the technical advisory committee, the
regional planning committees, the technical advisory coordinating
committee, the administrative oversight staff, and the Transportation
Partnership.
It should be noted that the intent of the authors of this proposal is
to use existing city and county staffs to . the extent possible to
perform the work .required. This is acceptable in concept to the
Transportation Committee.
A potential additional cost resulting from the proposed
Transportation Partnership is the need to provide overall
administrative assistance to the organization. If an outside
executive is hired to oversee the Transportation Partnership, all the
jurisdictions will have to bear the burden of providing for that
position' s salary and benefits. Using a city or county management
staff person could take time away from their current duties and/or
retard the process proposed by the Conference of Mayors.
Additionally, clerical support and professional staff may be needed.
The cost of this staff is unknown. Other costs which have not been
specifically identified in the Transportation Partnership scheme is
the potential need for offices, office equipment, and the other
ancillary equipment needed. The cost of an office, office equipment,
and other essentials is unknown at this time.

It is suggested that a more thorough analysis of the expenditures and
revenues is made before the Board of Supervisors can commit to more
than just agreement in concept.
REASONS FOR RECOMMENDATIONS/BACKGROUND:
This issue was referred to the Transportation Committee by the Board
on April 21, 1987. The Transportation Committee had requested the
staff for a review of this item in anticipation of the Board Order.
Since the demise of the Contra Costa Transportation Advisory
Committee, it is evident that a forum is still needed for the various
jurisdictions to discuss the transportation problems that exist in
this County. The regional planning committees such as TRANSPAC serve
a vital function on the sub-regional level. Whether or not these
regional planning committees can be used effectively to develop a
master transportation and financing plan is unknown.
It is the County Transportation Committee' s opinion although the
proposed Transportation Partnership is flawed, it is still better
than no forum at all on vital transportation matters. It is also the
opinion of the County Transportation Committee that the proposed
Transportation Partnership is a start in the right direction, but
still needs more work.
CONSEQUENCES OF NEGATIVE ACTION
Lack of approval will result in the lack of a countywide forum for
the discussion on the vital transportation issues that face the
cities and .the County on the local, state and federal levels.
