SUBJECT: An Appeal by the Alamo Improvement Association requesting an EIR
instead of a Conditional Negative Declaration (CEQA) , for a Church.

RECOMMENDATIONS
Either reaffirm the Conditional Negative Declaration of Environ-
mental Significance (Traffic Study Required) , or require an
Environmental Impact Report to be prepared.
BACKGROUND
A land use permit for a church and related facilities was filed
December 26, 1986, considered at public hearings before the Zoning
Administrator March 2, 1987, April 6, 1987 and April 20, 1987.
A Negative Declaration of Environmental Significance conditioned
upon providing a traffic study was determined January 16, 1987.
The proposal was given a 30-day notice from February 3 , 1987
through March 3 , 1987. The initial study had not identified
significant environmental impacts associated with the proposal
other than that related to possible increased traffic, which was
addressed in the submitted traffic study.
A. The five acre site for the church is located near the central
commercial area of Alamo and would be compatible with and
provide a transition from Multiple Residential to Single Family
Residential.
B A portion of the application originally indicated a
hypothetical ultimate church development which has since. been
eliminated from the application by the applicant. It was not
intended to be approved as part of the project and would have
required adjacent property for expansion of off-street parking
and may have been the cause of some misunderstanding. This
would not be part of an EIR review.
C. The cumulative items resulting from the proposal by themselves
are not sufficiently significant to warrant preparation of an
EIR. Any specific concern can be considered with t applica-
tion review process..

Richard Bedayn, 3620 Happy Valley Road, Lafayette, for
the Alamo-Danville Church, owner;
Hal Petrie, P.O. Box 271, Alamo, representing the Alamo
Improvement Association, appellant;
The following people appeared to speak:
Joe Tufo, 1480 Livorna Road, Alamo, requested the Board
to waive the requirement for an Environmental Impact Review;
Joyce Towner, 2165 Danville Boulevard, Walnut Creek,
representing the Association for the Preservation of
Danville Boulevard, presented reasons for requiring an
Environmental Impact Review;
Robert Bailey, 1060 Lizann Drive, Lafayette, commented
in favor of the project;
Roland Niednagel, 75 Las Quebradas, Alamo, spoke in
favor of the church;
Dennis Snyder, 1 Country Oak Lane, Danville, commented
that there seemed to be no significant reason for requiring
a full Environmental Impact Review;
Martin Mitchell, 152 Sonora Avenue, Danville, spoke
against the need for an Environmental Impact Review;
Cliff and Martha Gertz, 1300 Danville Boulevard, Alamo,
spoke in faror of the project;
The applicant, spoke in rebuttal;
The following people submitted comments but did not
wish to speak:
Bill Hawkins, 15 Robbins Place, Alamo;
Bonnie Tufo, 1480 Livorna Road, Alamo;
Diane Parker, 2672 Twin Creeks Drive, San Ramon;
Susan Slade, 83 Stoddard Place, Danville;
Supervisor Schroder questioned the consultant who had
prepared the traffic study, Mr. Abrams of Abrams Associates,
as to whether he would do anything different in his traffic
report if he were asked to supply a report for a full
Environmental Impact Report. Mr. Abrams commented that he
did not believe he would, that the traffic report was full
and complete.
The public hearing was closed.
On recommendation of Supervisor Schroder, IT IS BY THE
BOARD ORDERED THAT the request of the Alamo Improvement
Assocation relative to the requirement of an Environmental
Impact Review for Land Use Permit #2165-86 is DENIED and the
Conditional Negative Declaration of Environmental Sig-
nificance is REAFFIRMED.
