BACKGROUND: The At-Large seat on the Human Services Advisory Commission has been vacant for some time. This seat has historically been reserved for a representative from a labor organization. Our Committee approached the Central Labor Council asking them for a recommendation, and the Council has nominated Joe Goglio. Mr. Goglio' s primary responsibilities are in terms of community services. Mr. Goglio works closely with the County and a variety of community organizations. Our Committee believes that Mr. Goglio will well represent labor' s interests on HSAC and, therefore, recommend his appointment. Declare vacant for lack of attendance the seat occupied by David Dawson who has missed five meetings of the Advisory Housing Commission between March 16 and May 20. 2. Authorize the Clerk of the Board and the Executive Director of the Housing Authority to advertise for the existing vacancy on the Advisory Housing Commission and the seat occupied by Mr. Dawson and return to our Committee on July 13 with recommendations for filling the vacancies. BACKGROUND: Attached is a memo from Mr. Villarreal transmitting the request of the Advisory Housing Commission that Mr. Dawson' s seat be declared vacant for lack of attendance. The Bylaws of the Commission provide that three unexcused absences in a calendar year can be considered grounds for dismissal from the Commission. Advertising for the seat Mr. Barcelon held has produced only one application, from an individual in east County. Since four of the current commissioners are from east County, Mr. Villarreal believes a representative from some other area of the County would be preferable. We are, therefore, recommending that we advertise for both vacancies again and see whether we can generate additional applications. For the two vacant Public Interest seats on the Advisory Board, it is recommended that Joan Sorisio and Mary Hanley be appointed. The letter from the Chairman of the Mental Health Advisory Board and the applications for the two new appointees are attached.
