RECOMMENDATION
Accept report on status of- the Landfill Siting Task Force
FINANCIAL IMPACT
None
REASONS FOR RECOMMENDATION/BACKGROUND
Pursuant with the charge of reporting the status of its progress, the
Landfill Siting Task Force provides the following information to the
Board of Supervisors. These tasks have been accomplished since the
last status report to the Board on March 10, 1987.
- initiated the process of establishing formal meeting minutes
(beginning with the May 12, 1987 meeting)
- determined to carry forward for further consideration the
following sites:
O Refuse Canyon/Naval Site
o Site I-2 Cummings Skyway
o Site V-1 Bay Pointe
o Site VI-7 Tasajara Valley
o Site IV-1 Big Canyon
o Site VI-4 and VI-11 Marsh Creek
- determine that Site VI-9A Altamont be carried forward as a long
range landfill potential, subject to discussion with Alameda
County
received a presentation by Larry Burch of Richmond Sanitary
Service, on. Resource Recovery projects and a presentation on
transfer stations by Tom Reilly of Acme Fill Corporation

- determined the appropriate process to utilize siting criteria in
evaluation of the remaining sites. Agreed to use a weighted
matrix analysis and to accomplish the analysis at the May 20,
1987 meeting
- organized land reconnaissance tours of the six remaining sites.
All members have received aerial tours 'of the potential sites
courtesy of East Bay Regional Park District
viewed the acquisition/financing cost of landfill sites and
discussed the possibility of a private/public venture.
- received a presentation on Water Quality (Subchapter 15)
regulations as they apply to sanitary landfills from Steve
Ritchie of the Regional Water Quality Control Board
received presentations by both the proponents and the opponents
of the two privately proposed landfills currently undergoing the
permit approval process.
