GILBERT, DIRECTOR OF GENERAL SERVICES Contra June 9, 1987 C )ga DATE; APPROVING AND RECOMIENDING EXECUTION OF CHANGE ` J SUBJECT: ORDER NO. 1 TO CONTRACT FOR PREPARATION OF FINAL DESIGN AND CONSTRUCTION DOCUMENTS AND CONSTRUCTION OF AN OFFICE FACILITY ON DELTA FAIR BLVD, ANTIOCH (WPE245) SPECIFIC REQUEST(S) OR RECOMMENDATIO (S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDATION. APPROVE Change Order No. 1 to the Contract, dated June 26, 1986, for preparation of final design and construction documents and construction of an Office Facility on Delta Fair Boulevard near Belle Drive, Antioch, between the Contra Costa County Public Facilities Corporation and C. Overaa & . Co. , Richmond, and RECOMMEND that the corporation execute the Change Order, which provides for a general upgrade in the heating, ventilating and air conditioning system and increases the Contract Price by $96,496.00. II. FINANCIAL IMPACT. The construction fund established under the Trust Agreement with the Contra Costa County Public Facilities Corporation, dated June 1, 1986, providing for the delivery of the 1986 Certificates of Participation for Capital Projects IV and .V, is sufficient to cover this Change Order, together with any other anticipated Change Orders. III .REASONS FOR RECOMMENDATIONS/BACKGROUND. A. The original contract for preparation of final design and construction.- documents and for construction of the office facility was based on a performance description of the various building systems. The contract specified comfort conditions such as temperature and , air velocity for the heating, ventilating and air conditioning system. B. While the Contractor' s design, a water source heat pump system, appeared to meet the minimum Contract performance requirements, the General Services Department, Building and Grounds Services, found that the design would result in; excessive maintenance costs. It was determined that a built-up chilled water, hot water VAV reheat system, as described in the Change Order, would be more reliable, would cost less to maintain and, even with the change order cost, would be more cost effective over the life of the system. :ml Page 2 of 2
