RECOMMENDATIONS
Authorize the Director, Social Service Department, to execute and
sign four-month Contract Extension Agreements for the period July
1, 1987 through October 31, 1987 with the AB 1733 contractors, as
follows:

FINANCIAL IMPACT
AB 1733 contracts are entirely State funded. No county funds are
involved although AB 1733 contractors are required to provide at
least a ten percent match from other funding sources. The above
extension amounts do not include any COLA because none is proposed
in the Governor' s budget for FY 1987/88. The Payment Limits shown
above are pro rata amounts of the current contracts.

AB 1733 Contract Extensions
(7/1/87 - 10/31/87) -2-
BACKGROUND
On January 20, 1987 the Board of Supervisors decided to continue
contracting with the current providers rather than rebid these
contracts for FY 87/88. Extending the existing contracts is
necessary in order to continue the provision of child abuse/neglect
prevention and intervention services while we are waiting for final
word on our State allocation and receipt of the State Grant which
will contain the "required language" (boilerplate) for our County
Contracts for FY 1987/88.
Contracts for FY 1987/88 cannot be executed until we are advised by
SDSS of our allocation. Since AB 1733 monies are funded as a
line-item in the Governor' s budget we will not receive final word
on our FY 1987/88 allocation before the end of this fiscal year.
Also the contract format may need to be modified to meet new State
guidelines.
We have been advised by the State Department of Social Services
that no COLA is anticipated for July 1, 1987, but that it is
possible that the Legislature may adjust the amount at a later
date.
CONSEQUENCES OF NEGATIVE ACTION
If the contracts are not extended there will be a break in service
which will cause distress to the clients served and financial
hardship to the contractors.
