SUBJECT: Continued Hearing on the proposed Interim Commercial
Airline Access Plan and Regulation for Buchanan Field
Airport.
The Board, on April 28, 1987, continued to this day the
hearing on the proposed Interim Commercial Airline Access Plan and
Regulation for Buchanan Field Airport. J. Michael Walford, Public
Works Director, requested the Board to approve the recommendations
as set forth in the attached report.
The Chair advised that the Board is now ready to
receive testimony.
Paul Schabarcq, 153 Montgomery St. Suite 405, San
Francisco 94104, spoke about noise levels from aircraft and
expressed support for a study to monitor noise levels at various
locations in the vicinity of Buchanan Field Airport. He commented
on the potential problems of increased automobile traffic in the
vicinity of Buchanan Field. He requested the Board to defer
action on applications for additional commuter and commercial
flights out of Buchanan Field pending further studies on the
issues of safety, noise and automobile traffic.
Delos Mace, People Over Planes (POP) , 302 Patterson,
Pleasant Hill 94523, presented a petition bearing several hundred
signatures of individuals opposing any increases in scheduled
commercial or commuter airline activity as proposed in the Interim
Access Plan. She alleged that residents calling the airport were
treated with indifference by insensitive airport personnel.
Pamela Sousa, 15 Palo Alto Court, Pleasant Hill 94523 ,
expressed concern that airport noise and exhaust emission from
planes contribute to the pollution in the environment and
increased the risk of birth defects, cancer, and learning problems
in children attending schools in the proximity of the airport.
She requested the Board to defer decision on the Access Plan.
Supervisor McPeak, noting that she represents Contra
Cosa County on the Bay Area Air Quality Management District,
advised that a study conducted by the District' s technical staff
at San Francisco International Airport and Oakland Airport
assessed the pollution from airplanes to be negligible.
Greg Church, 1619 Onley Drive, Pleasant Hill 94523,
expressed concern with the PSA flights over his neighborhood, and
recommended that all commercial and commuter planes be requested
to adhere to specific flight paths.
Marily King, 14 William Henry Court, Pleasant Hill
94523 , commented on the concerns of her neighbors relative to
aircraft safety and expressed opposition to the Interim Access
Plan until completion of a full environmental impact report and
the concerns of the community are addressed.
Joseph Barger, M.D. , 584 Palo Alto Place, Pleasant Hill
94523 , expressed concern with commercial and small planes using
the same airport. He alleged that PSA planes taking off from
Buchanan Field are not adhering to the agreed upon flight plan to
avoid flying over Pleasant Hill. He commented on the need to
reduce the impact of the airport on the community. He requested
the Board to not approve the Interim Access Plan until all issues
and concerns have been addressed.
Marc Mace, commented on the problems People for Open
Space are having in reviewing the consultants reports on the
airport and requested that a copy be made available for review by
the public at the Pleasant Hill Central Library.
Guy Bjerke, Concord Chamber of Commerce, 2151-A Salvio
St. , Concord, advised of his organization' s support for the
adoption of the Interim Access Plan in that the County will have
control of all commercial activity at the airport. He noted that
it will provide justification for capacity limits at the airport.
He expressed support of the Chamber for PSA service and the
regulation of that service.
Joe Campbell, 1717 Solano Way, Concord, advised of the
proximity of his business location to the airport and of his
support for the Interim Access Plan.
The Chair noted that written comments were received
from the following individuals requesting the Board to defer
decision on the Interim Access Plan pending further study:
Joyce Church, 2120 Morello Ave. , Pleasant Hill,
James L. Harper, 16 Viking Dr. , Pleasant Hill,
Beverly Posner, 550 Golf Club Rd. , Pleasant Hill,
Charles Lund, 706 Ruth Dr. , Pleasant Hill.
All persons desiring to speak having been heard, IT IS
BY THE BOARD ORDERED that the public hearing is closed.
Passed by unanimous vote of the Board members present
(Supervisor Torlakson was absent) .
Supervisor McPeak stated that she has reviewed the
reports and the materials presented and is prepared to approve the
Interim Access Plan which will give the County the tool to control
commercial flights at Buchanan Field. She expressed her desire to
limit commercial activity at the Airport to what has been approved
in the actions taken by the Board to provide commercial air
service as a convenience to the residents and business community
in Contra Costa County. She noted that it is the smaller planes
that are causing the greater noise and disturbance. She referred
to statistics reflecting reduction in noise level at Buchanan
Field. Supervisor McPeak commented on the visual impact of planes
on their approach to the airport and the need to address this
issue in the environmental impact report and the master plan.

Therefore, on recommendation of Supervisor McPeak, IT
IS BY THE BOARD ORDERED, that:
1) The Aviation Advisory Committee is requested to
schedule neighborhood meetings in the most noise sensitive areas
of Pleasant Hill and Concord;
2) The Public Works Director is requested to have
copies of all documents pertaining to the Access Plan to be placed
in the Pleasant Hill Central Library;
3) The Aviation Advisory Committee is requested to
develop a noise abatement ordinance for Board consideration as
soon as possible;
4) Contracts negotiated with commercial users are to
contain defined flight paths and restrictive operating hours, from
7: 00 a.m. to 10: 00 p.m. pending further noise impact analysis.
5) The four recommendations of the Public Works
Director as set forth in the attached report are approved inluding
approval of the Interim Access Plan to be effective immediately;
