TO BOARD OF SUPERVISORS

SUBJECT: OAKLEY GENERAL PLAN: INDUSTRIAL LANDS AND LIGHT INDUSTRIAL
LANDS STUDY
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION: Refer to the Community Development Department
and the Flood Control District for a response within two weeks.
BACKGROUND INFORMATION: As a follow-up on the Oakley General
Plan, the Board had asked for a speedy, study of light industrial lands
and their potential for development as well as a study of the downtown
area and potential of the redevelopmentagency being able to promote
plans to help in both of these areas.
To expedite these studies and to create a redevelopment plan for
Oakley, I suggest the immediate hiring of additional staff or a
consultant who can first accomplish the industrial lands potential
analysis and work with the flood control district on determining the
extent of drainage problems and possible solutions to them.
The second and longer phase of the consultant' s or new staff ' s
work would be an implementation plan for the industrial lands report
and the developemnt of a downtown-Highway 4 Corridor Report. To
implement both, the consultant should develop a redevelopment plan as
well as other financial -.tools.
