The Contra Costa County Board of Supervisors RESOLVES THAT:
1. This Board, as primary agency in Contra Costa County, is
responsible for preparing, adopting, maintaining, and
implementing a comprehensive coordinated solid waste management
plan in accordance with Government Code Sections 66780 and
66780.5 ( 14 C.A.C. Section 17127) . Pursuant to Govt. C. Section
66780,1the State has mandated that each County prepare a Solid
Waste Management Plan in compliance with the California
Environmental Quality Act, the Comprehensive Water Quality
Control Plan, the State Implementation Plan for achieving and
maintaining the National Ambient Air Quality Standards, and their
local .counterparts, and the California Waste Management Board
Planning Guidelines and procedures for preparing, revising and
amending County Solid Waste Management Plans.
2. The purpose of the plan is to provide Contra Costa County and the
individual cities with an on-going method of assessing the
current and future solid waste management problems which they
face at both local and regional levels.
3 . The pian addresses: objectives and measures to achieve
objectives, identification of solid wastes, storage of wastes for
collection, collection system, disposal and processing of waste,
resource recovery, plan administration, economic feasibility,
enforcement program, implementation of plan.
4. Notice is hereby given that Tuesday, the 23rd day of June, 1987,
at the hour of 10: 30 a.m. , in the public meeting room of the
Board of Supervisors, Martinez, California, is hereby fixed as
the time and place for interested persons, or their
representatives, to appear before this Board and be heard as to
any protests, objections or comments they may have for or against
the approval of Contra Costa County Solid Waste Management Plan.
At the time and place herein fixed, this Board shall also hear
any suggestions that may be offered in the way of an amendment to
or modification of the plan being considered.
5 . Afteriapproval of the Contra Costa Solid Waste Management Plan by
the Board of Supervisors, it is required that the Plan be
approved by a majority of the cities within Contra Costa County
which contain a majority of the population of the incorporated
area of the County. Public hearings or meetings on the Contra
Costa 'County Solid Waste Management Plan must be held in all
cities prior to City approval of the Plan.

6. A copy' of this Resolution shall be published once in the Antioch
Daily Ledger, in the Contra Costa Times and in the West County
Times, all being newspapers published and circulated in Contra
Costa County, at least seven (7) days before the time set for
hearing.
