Div.: Public Works Dept, &hil Batche or cc: County Administrator Clerk of the Board of County Counsel Supervisors and County County Auditor Controller Administrator Community Development Director Public Works Dept: Flood Control Eng. Accounting ByOUAru , DEPUTY Assemblyman Campbell 's Office ff Attn: Eric Zell REASONS FOR RECOMMENDATION/BACKGROUND: We have met with the East Bay Regional Park District (EBRPD) to discuss the shortfall in project funding that has resulted from the increase in project right of way width. They support our seeking a commitment from the EBRPD for sharing in the additional right of way ' cost to the extent of $100,000. The Wildcat and San Pablo Creeks flood control improvements represent approximately $13,500,000 in drainage infrastructure for the North Richmond area . Without these improvements the redevelopment of this area could not commence. The Agency's financial participation in the future to reduce long-term debt from the shortfall in funding is appropriate. It is proposed that the funding from the Special District Augment Fund be spread over 4 years to reduce the impact on the fund to the extent that it might be absorbed by the annual increase in available monies , thereby avoiding any impact on the special district's receiving funds. CONSEQUENCES OF NEGATIVE ACTION: The anticipated shortfall in funding will not be resolved. MFK:md bo:19.t5
