SUBJECT: Financing for Wildcat and San Pablo Creeks
Specific Requests or Recommendation(s) & Background & Justification
RECOMMENDED ACTION:
1. ADOPT the following financing plan to cover the estimated $300,000 shortfall in project
funding and the estimate $100,000 in additional local costs for the trapezoidal rock lined
channel .
a) Payment by East Bay Regional Park District for its share of
project rights of way cost for trail purposes $100,000
b) Loan from Flood Control District Revolving Fund to
be repaid by the North Richmond Redevelopment Agency
from future tax increments $200,000
c) Loan from Flood Control District Revolving fund to be
repaid over the next four years from the Special District
Augmentation Fund. $100,000
Total financing $400,000
2. DIRECT staff to pursue the necessary actions and agreements to effect the above financing
plan.
3. DIRECT staff to continue working with Assemblyman Campbell 's office to develop additional
state funding to reduce or eliminate item b and c above.
FINANCIAL IMPACT:
The commitment of $200,000 of future Redevelopment Agency funding will reduce the scope of
the agency's future efforts. The commitment of $100,000 in Special District Augmentation
funds will reduce the amount of funds available for the non-fire special districts over the
next four years .

REASONS FOR RECOMMENDATION/BACKGROUND:
We have met with the East Bay Regional Park District (EBRPD) to discuss the shortfall in
project funding that has resulted from the increase in project right of way width. They
support our seeking a commitment from the EBRPD for sharing in the additional right of way '
cost to the extent of $100,000.
The Wildcat and San Pablo Creeks flood control improvements represent approximately $13,500,000
in drainage infrastructure for the North Richmond area . Without these improvements the
redevelopment of this area could not commence. The Agency's financial participation in the
future to reduce long-term debt from the shortfall in funding is appropriate.
It is proposed that the funding from the Special District Augment Fund be spread over 4
years to reduce the impact on the fund to the extent that it might be absorbed by the
annual increase in available monies , thereby avoiding any impact on the special district's
receiving funds.
CONSEQUENCES OF NEGATIVE ACTION:
The anticipated shortfall in funding will not be resolved.
