HomeMy WebLinkAboutMINUTES - 06021987 - 1.91 THE REDEVELOPMENT AGENCY OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on June. 2 , 1987 by the following vote: ;vrS.Commissioners Powers , Fanden, Schroder, Torlakson and McPeak NOES: None ABSENT: None ABSTAIN: None Resolution RA 87-12 SUBJECT: Authorizing the convening of a Joint Public Hearing with the Contra Costa County Board of Supervisors The Contra Costa County Redevelopment Agency RESOLVES THAT: The Redevelopment Agency staff has prepared a Redevelopment Plan and the Report thereon for the proposed North Richmond Redevelopment Project. The Report includes the Environmental Impact Report on the Project. The Agency has authorized submittal of the Plan and Report to the Planning Commission for its report and recommendations and to the Board of Supervisors for:,its review. Pursuant to the California Community Redevelopment Law, the Agency desires to hold a joint public hearing with the Board of Supervisors on July ]4; 1987, commencing at 10:.30 a.m., in the Board of Supervisors Chambers, located in the County Administration Building, 651 Pine Street, Room 107, Martinez, California for the purpose of considering the Plan and Report thereon. Any person or organization desiring to be heard at the public hearing will be afforded an opportunity to do so. To that end, and pursuant to State law, the Agency desires the publication of a "Legal Notice - Joint Public Hearing" in a newspaper of general circulation. The Agency further desires written notice, return receipt requested, be sent to all property owners within the proposed project area as more particularly set forth below. A copy of the Legal Notice - Joint Public Hearing to be published and mailed is attached to this Resolution as Exhibit A and is incorporated in the Resolution by this reference. The Agency further desires that copies of the Legal Notice - Joint Public Hearing be mailed to each taxing agency levying taxes on any property in the proposed Redevelopment Area, as more particularly set forth below. NOW, THEREFORE, BE IT RESOLVED, the Contra Costa County Redevelopment Agency approves the convening of a joint public hearing with the Board of Supervisors on July. 24, 1987, at. 10:30 a.m , in the Board Chambers for the purposes of considering the Redevelopment Plan, Report thereon, and Environmental Impact Report for the proposed Project Area. BE IT FURTHER RESOLVED, that upon approval by the Board of Supervisors of a joint public hearing on that date, the Redevelopment Agency Staff is directed to: (a) publish the above described "Legal Notice - Joint Public Hearing" not less than once a week for four successive weeks prior to the aforesaid hearing in the West County Times, a newspaper of general circulation for the County of Contra Costa. (b) ma-1 a copy ;f L-he aforesaid notice to the last known assessee of each parcel of land in the area designated in the afcresaid 'Redetrelopment Plan, at the assessee' s last known address as shown on the last equalized assessment roll of Contra Costa County. (c) mail a copy of the aforesaid notice to the governing . body of each of the taxing agencies which levies taxes upon any property in the project area designated in the proposed Redevelopment Plan aforesaid. The hearing may be continued from time to time until comploted. Any person desiring the opportunity to be hoard will be afforded an opportunity to do ou. The purpose of the hearing is to consider the adoption of the North Richmond Redevelopment Plan (herinafter referred to as the "Plan") . The Plan authorizes the undertaking of a redevelopment project pursuant to the California Community Redevelopment Law. A further purpose of the hearing is to consider the Environmental Impact Report (hereinafter referred to as the "ElRu) , prepared pursuant to State Law' The project anticipates alleviation and correction of deteriorating struc- tures; reconstruction of streets, curbs, gutters, and lighting; and assemblage of irregular lots into parcels suitable for development with improved traffic and pedestrian circulation. Replanning and redesign of presently undeveloped areas is also anticipated as well as the construction of infill housing, public facilities and infrastructure to support new development. The proposed project will be an undertaking of the Contra Costa County Redevelopment Agency' The Project Area is situated in the County of Contra Costa State of Califor- nia, and is more particularly described in the attached Legal Description, Exhibit A. ' Any and all persons having any objections to the proposed Plan or whodeny � the existence of blight in the proposed Project Area, or the regularity of any prior proceeding or who wish to speak on any issue raised by the EIR - appear at the hearing and show cause why the proposed Plan should not be adoptd' in accordance with the California Community Redevelopment Law, the Redevelop- ment Agency of the County of Contra Costa has adopted and made available for public inspection rules to implement operation of preferential treatment for persons who are engaged in a business in the Project Area as well as rules to implement the requirements for participation by owners of Project Area property in the redevelopment process. Furthermore, the Relocation Report for the Plan ' will be open for discussion at the hearing. The Plan, Draft EIR, owner and business participation rules, and Relocation Report are now available for inspection in the Office of Community Development located at 65I Pine Street, 4th Floor, North Wing, Martinez, CA.
