May 21, 1987 @ Cbj* SUBJECT: Approve Funding Application 129-203-31 for submission to the State Department of Health Services for the Supplemental Food Program for Women ,, Infants and Children (WIC) SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I . RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Funding Application #29-203-31 for submission to the State Department of Health Services in the' amount of $357 , 691 for the period October 1 , 1987 - . September 30,, 1988 for the Supplemental Food Program for Women, Infants and Children (WIC) . II . FINANCIAL IMPACT : Approval of this application by the State will result in $357 ,691 . of federal funding through the State for the WIC Program, a three percent increase over last year ' s funding for this program. Sources of funding are as follows : Federal funding through the State $357 , 691 Department of Health Services County Share : Personnel $ 21 , 724 In-Kind . 105 , 740 127 , 464 Total Program $4851, 155 The County Share is included in the FY 1987-88 Public Health Budget . No additional County funds required. III . REASONS FOR RECOMMENDATIONS/BACKGROUND : For over ten years the County has participated in the WIC Program with the State . This is a mandated program under the Community Health Services Division of the State Department of Health Services . On November 182, 1986 , the Board approved Contract #29-203-30 with the State Department of Health Services for continuation through September 30,, 1987 of the WIC Program operated by the Public Health Division. Approval of Funding Application #29-203-31 will allow continuation of the program through September 30$ 1988 . State Department of Health Services WIC Application #29-203-31 Board Order Page 2 WIC is a nutrition education, nutrition counseling and food supplemental program for low-income pregnant , postpartum and breast feeding women , infants and children at nutritional risk. It has been shown to be cost effective by saving $3 in medical costs for' each dollar spent on WIC . Approximately 5, 330 clients receive food vouchers , nutrition classes and counseling each month through this program. This document has been approved by the Department ' s Contracts and Grants Administrator in accordance with the guidelines approved :by the Board ' s Order of December 1 , 1981 (Guidelines for contract preparation and processing , Health Services Department) . In orderto meet the State ' s deadline for submission, draft copies of the application have already been forwarded to the State Department of Health Services , but subject to Board approval . The Board Chair should sign four copies of the application, three of which should then be returned to the Contracts and Grants Unit for submission to the State . DG:gm
