SUBJECT: Authorizing Submission of Cooperative Agreement Modification to "
California Department of Education (County 419-8063-2)

SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County,
a modification to the State Education Coordination and Grants
(SECG) Funds Cooperative Agreement for Program Year 1986-1987,
to increase available funding through Job Training Partnership
Act (JTPA) 8% funds from $28,136 to a new total of $44,733
(increase of $16,597); and further, authorize the Executive
Director, Contra Costa County Private Industry Council, to
make non-substantive changes to said document as may be
required by the State Department of Education.
II. FINANCIAL IMPACT:
None. 100% federal funds.
III. REASONS FOR RECOMMENDATIONS/BACKGROUND:
At the beginning of program year 1986-87 (July, 1986) the.
State Department of Education notified the Contra Costa County
Private Industry Council that a total of $109,249 in JTPA 8%
monies was available for use in this service delivery area
(the County excluding the City of Richmond). At the direction
of the State Job Training Coordinating Council (SJTCC), these
8% monies must. a) be used only for "GAIN eligible"
participants (AFDC recipients), b) only for Basic Skills, GED
or ESL (English as a Second Language) and c) must be matched
at the local level (either in cash or in-kind).
A pilot project which incorporates these requirements was
approved for submission by the Board of Supervisors at its
meeting of February 28,1987. This program provides twenty
AFDC (Aid to Families with Dependent Children) with assessment
support services, remedial education and computer training and
will utilize resources of the Acalanes Union School District,
the Mt. Diablo Unified School District and the Contra Costa
County Office of Education.
A local match of $48,271 will be provided by the school
districts involved and the County Office of Education. No
county funds are required or requested for this matc

Board Order
At its meeting of May 18, 1987, the Contra Costa County Private
Industry Council approved the additional allocation of $16,597 to
this 8% project and approved submission of a Cooperative Agreement
Modification to the State Department of Education.
These PY 86-87 JTPA 8% funds must be obligated by June 30, 1987 or
will' be reallocated by the State Department of Education.
