SUBJECT: Approve Slubmission of Funding Application #29-347 to the State , „1
Department of Health Services for a Nutrition and Cancer Risk
Reduction Project
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION :
Approve submission of Funding Application 429-347 to the State
Department of Health Services in the amount of $670 , 605 for the
period August 1 , 1987 - June 30, 1991 for a four-year Community
Nutrition and Cancer Risk Reduction Project .
II . FINANCIAL IMPACT :
Approval of this agreement by the State will result in $147 , 236
of State funding for the first year of the Community Nutrition
and Cancer Risk Reduction Project . Sources of funding are as
follows :
$147 , 236 State
72 , 791 County In-Kind Share
$220, 027 Total First-Year Funding
The County ' s in-kind share includes salaries and supplies
already included in the Department budget . There will be no
increase in general fund dollars for this program.
III . REASONS FOR RECOMMENDATIONS/BACKGROUND :
This application is for funding for a Community Nutrition and
Cancer Risk Reduction Project to develop and implement
community-based intervention programs to achieve greater
adherence to dietary guidelines for cancer risk reduction.
Target populations include individuals , community organizations
and agencies , health care providers , and the food production
industry. ' Emphasis will be placed on enhancing the Department ' s
capabilities in epidemiological data collection and analysis .
This program will build on successful cancer prevention efforts
( Smoking Education Coalition , Richmond Quits Smoking Together
Project , Cancer Prevention Summit) as well as other community-
based prevention programs . The program will promote involvement
of civic lorganizations , churches , employers , neighborhood orga-
nizations, community networks , grocery stores , health profes-
sionals , hospitals , local media and community leaders .
Representatives of these groups will form a Community Board to
plan , implement and evaluate the project . Behavior changes will
be produc"ed on individual and institutional levels .

Professional staff support will coordinate and facilitate
"Magnet' Events" at least annually in West ,, Central and East
County. , These events will be major media opportunities which
will be planned and implemented by the Community Board in
cooperation with the wider community . Professional and lay
leadership training , media articles and interviews , food
demonstrations , and marketing campaigns will proceed each event
and saturate the community with nutrition information and the
opportunity to practice improved nutrition skills . Competitions
will be held and prizes distributed for the best cancer preven-
tion recipes or menus . The anticipated outcome of the project
will beincreased knowledge and motivation for improved nutri-
tion behaviors in Contra Costa County .
Seven certified copies of the Board Order should be returned to
the Contracts and Grants Unit for submission to State Department
of Health Services .
