RECOMMENDED ACTION : Approve and authorize the Chair to execute on behalf of the County, Contract Amendment Agreement 424-385-1 effective June 2, 1987 with Phoenix Programs , Inc . to amend Contract #24-385 ( effective November 4 , 1986 - June 30, 1987 ) for start-up services for the Homeless Mentally Disabled Program with a $448 , 707 , increase in the contract payment limit , from $515, 230 to a new total payment limit of $963 , 937 . This amendment also includes an automatic contract extension through December 312 1987 . with a six-month extension period payment limit of $229 , 988 . II . FINANCIAL IMPACT : This contract is included in the FY 1986-87 Budget of the Alcohol/Drug Abuse/Mental Health Division of the, Health Services Department and is funded 90% by State Short-Doyle Targeted Supplemental Funds for the Homeless and 10% County Matching Funds , as follows : Homeless Program State Share County Share Total FY 1985-86 Rollover $ 389, 868 $ 43 $ 19 $ 433 , 187 FY 1986-87 Allocation 477 , 675 53 , 075 5301' 750 TOTAL $ 867 , 543 $ 96 , 394 $ 963 , 937 III . REASONS FOR RECOMMENDATIONS/BACKGROUND: On November 4 , 1986 the Board approved Contract 424-385 with Phoenix Programs , Inc . to begin development of the Homeless Mentally Disabled Program. The initial contract was based on preliminary estimates of program start-up costs , as well as funds available . On July 8, 1986 the Board approved submission of the County' s Rollover Proposal for Retention of Unexpended FY 1985-86 State Homeless Program Funds to the State Department of Mental Health for use during FY 1986-87 . On April 6 , 1987 the State Department of Mental Health approved Contra Costa County' s Proposal with a rollover of $486 , 690 for use during FY 1986-87 . Contract Amendment #24-385-1 Board Order Page 2 The County ' s FY 1986-87 Allocation of State Homeless Funds is being used for initial start-up services staffing . Contract Amendment Agreement #24-385-1 has been developed in consultation with the contractor and provides a more accurate estimate of renovation costs , as well as a projected start date of June 2, 1987 to begin actual delivery of services to clients . A West County multi-service center is scheduled to begin opera- tion in San Pablo during the first week of June . Approval of a site for the combined multi-service center and 20-bed shelter in East County is anticipated by the end of June . Phoenix Programs is still trying to identify a site for the proposed Central County multi-service center . This contract has been approved as to legal form by County Counsel ' s Office . DG :gm �I
