Quentin Kopp Senator, 8th District 4076 State Capitol Sacramento, California 95814 u Dear Sept rr Kopp: You have recently asked our Board of Supervisors to support several of your bills; namely, SB 119, SB 120, SB 204, SB 205, and SB 269. We are pleased to advise you that on April 21, 1987, our Board voted to support SB 205 which would transfer 1/4 cent of the sales tax to counties. As you know, SB 119 which would prohibit committee to committee transfers of campaign funds, and SB 120 which would limit campaign contributions, both failed passage in the Senate Elections Committee. Therefore, there seems to be little value to taking a, position on these bills after the fact. Contra Costa County initially supported your SB 204 which would have exempted counties, and other elements of local government, from paying sales tax on the services and supplies it purchases. We have, however, withdrawn our support for SB 204 because of the amendments made on May 4 which deleted this. provision. We understand the bill now deals with a relatively unique situation in your district which does not directly affect Contra Costa County. We understand, however, that you may attempt to amend this same language into one of the income tax reform bills now making their way through the Legislature. At the time that such language is amended into another bill, please advise us and we will be pleased to support such legislation. We are reluctant to support SB 269 in its present form based on substantial concerns raised by the League of California Cities, CSAC, and our own staff. The League points out the substantial costs of complying with SB 269 which would require that local governments comply with the requirements of Proposition 65. Senator Quentin Kopp June 2, 1987 Page 2 Concern has also been raised that SB 269 does not currently exempt municipal landfills from its provisions. Conversations between our staff and your staff indicate confusion as to what specific situations SB 269 is intended to correct. We would be happy to work with your staff to attempt to clarify the impact of SB 269 on local government. Until the full impact and cost of SB 269 is better understood, we are unable to support the bill in its current form. May 28, 1987 County SUBJECT: Legislation: Response to Senator Quentin Kopp on Legislation the Board has been asked to Support SPECIFIC REQUEST(S) OR RECOMMENDATION(_S) & BACKGROUND AM JUSTIFICATION RECOMMENDATION: Authorize the Chair to send the attached letter to Senator Quentin Kopp in response to requests he has made that the Board support several of his bills. BACKGROUND: Senator Kopp has written to the Board requesting support for several of his bills; namely, SB 119, SB 120, SB 204, SB 205 and SB 269. The attached letter outlines a proposed response to Senator Kopp on each of these pieces of legislation.
