HomeMy WebLinkAboutMINUTES - 06021987 - 1.52 T� BOARD OF SUPERVISORS FROM: Phil Batchelor Contra County Administrator Costa DATE: May 28, 1987 County SUBJECT: Legislation: Assembly Bill 320 (Moore) SPECIFIC REQUEST(S) OR RECOMMENDATION[S.) & BACKGROUND AND JUSTIFICATION RECOMMENDATION• Adopt a position of support for AB 320 by Assemblywoman Gwen Moore which requires telephone companies which cannot currently provide enhanced "911" service to present the Department of General Services with a comprehensive plan for how and when they will be able to provide such enhanced service and would require that the Department of General Services not delay implementing the enhanced system in those portions of cities or counties served by a telephone company that is able to provide the enhanced level of service. BACKGROUND: Existing law requires the establishment of an operational basic local emergency telephone system by every local public agency by December 31, 1985. Currently, the State Department of General Services is implementing an enhanced level of "911" emergency service, including selective routing, automatic number identification or automatic location identification on a selective basis, based on population density. As a result, less populous areas of the state are denied this enhanced level of service, even though the local telephone ' company has the capability of implementing the enhanced level of service. AB 320 would require that telephone companies unable to provide the enhanced level of "911" service submit a plan for providing such enhanced service. AB 320 would also require the Department of General Services to not delay implementing the enhanced system in areas where the telephone company has the capability of providing the enhanced level of service. Since the enhanced level of "911" service is probably more vital in less densely populated areas of the state it seems appropriate that its implementation not be delayed where the telephone company has the capability of implementing the enhanced level of "911" emergency service.
