SUBJECT: Resolution to Approve Revision to the County Solid Waste
Management Plan ( 14 C.A.C. Section 17150)
RESOLUTION NO. 87/ 394
The Contra Costa County Board of Supervisors RESOLVES THAT:
1. This Board, on June 2, 1987, adopted Resolution No. 87/333 -
Resolution of Intention to Approve Revised County Solid Waste
Management Plan; Notice of Public Hearing.
2. After due notice, a public hearing was held at 10: 30 a.m. , on
June 23 , 1987 at which time the Board heard comments from the
public and County staff on this revision to the Solid Waste
Management Plan.
3 . The Community Development Director and the Solid Waste Commission
have recommended approval of the revised County Solid Waste
Management Plan.
4. After receiving public testimony, the Board directs that the
Plan be modified prior to submission to the cities to include the
following items:
- The Solid Waste Commission is to conduct a study on the
feasibility of vegetative waste composting at new and
existing landfills within six months of approval of this
Plan.
References to future potential landfill sites shall note
that their inclusion in the Plan are for informational
purposes only. Any new site will require an amendment to
the Plan.
- References to encouragement of cities to increase solid
waste collection rates for curbside or equivalent recycling
shall not apply to communities that currently have these
types of programs.

Public agencies should assess the feasibility of purchasing
materials with less packaging, purchasing from companies
supportive of waste reduction policies, using more reusable
materials, and discouraging use of non biodegradable
materials.
Request cities and the County to review their regulations
concerning allowing construction/demolition waste to be used
as fill in sites other than sites approved as sanitary
landfills. Permitting procedures should be modified so that
these sites are registered with the County Health Department
and waste types and quantities should be reported. Within
one year, the Solid Waste Commission shall report to the
Board on this issue.
- Local host community mitigation should be agreed upon before
solid waste facilities are decided upon by the Board of
Supervisors.
5. This. Board hereby FINDS that the revised Solid Waste Management
Plan will not have a significant effect on the environment, and
that this Board has reviewed and considered the negative
declaration together with any comments received during the public
review process (all on file with this Board) and approves
(certifies) its adequacy for California Environmental Quality Act
purposes.
6 . The revised County Solid Waste Management Plan is hereby
APPROVED.
7. The Community Development Director is directed to file with the
County Clerk a Notice of Determination concerning this revised
Solid Waste Management Plan.
8. The Community Development Director is further directed to send
the Solid Waste Management Plan to the cities of Contra Costa
County and the California Waste Management Board for approval and
the Solid Waste Commission is authorized to oversee the approval
process of the Solid Waste Management Plan Revision.

SUBJECT: Recycling - Solid Waste Plan Revision
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
1. In recognition of the criticality of the landfill capacity
situation in Contra Costa County, adopt new resource recovery
goals which include the requirement of curbside recycling or
equivalent recycling programs for all urban areas within two
years.
2. Approve the following measures to enhance recycling and compost-
ing efforts to meet the new goals.
a. Franchising agencies should increase garbage rates $ . 50
per household per month to fund recycling and composting
programs, in areas where they do not have programs.
b. Encourage incentives to recycling to increase participation.
c. Encourage waste reduction measures such as using less plastic
which is not recyclable.
d. Encourage public agencies to purchase recycled products and
reuse materials as much as possible.
e. Require that as much recycling and composting as possible be
done before incineration of waste in waste-to-energy
projects.
f. Encourage cities to require that multi-family developments
have space for recyclables .
g. Include in. public awareness programs a "Garbage Awareness
Day" and a consumer awareness component.
h. Require pilot composting programs at new landfills.
i. Request postal authorities to recycle junk mail.
j . Encourage shredding of discarded tires.
k. Reaffirm need for new landfills to provide space for storage
of abandoned vehicles.
1. Recognize the need for the hiring of a Recycling Coordinator
to to implement these measures and to increase commercial and
industrial recycling.
3. Modify the Draft Solid Waste Management Plan accordingly to
reflect the new goals and measures.
4. Direct that this report be distributed to all cities and sanitary
districts requesting an opportunity to meet with cities and
districts to discuss these goals and measures in more detail.

5. State the Board' s intent to enforce these goals and measures by
restricting access (or charging higher rates) to new landfills
(via land use permit requirements) of those communities that do
not have curbside recycling or equivalent recycling programs.
FINANCIAL IMPACT
Most of the actions relate to implementation of specific programs
which would be the responsibilities of cities and other franchising
agencies to develop. The action would require cities to increase
garbage rates at least $ . 50 per household per month (or equivalent) to
initially fund resource recovery activities. Since the County does
not franchise solid waste collection the County would not be involved
unless the County decides to be responsible for urban unfranchised,
unincorporated areas.
REASONS FOR RECOMMENDATION/BACKGROUND
1 . The County is in an "emergency" situation concerning landfill
capacity. Based on the urgency of the situation immediate
implementation of curbside and other forms of recycling and
composting are necessary. The following resource recovery goals
are stated in terms of additional waste diverted from what is now
( 1987) being diverted due to various existing resource recovery
programs. The resource recovery goals for Contra Costa County
shall be to divert additional 20% from the total wastestream
within five years, divert an additional 10% within 10 years ( for
total of 30%) , and to divert an additional 30% within 20 years
(for a total of 60%) . A further goal is to have curbside collec-
tion or equivalent programs in all urban areas within two years.
Curbside programs shall have a goal of 50% participation within 2
years of establishment of the curbside programs. The Solid Waste
Commission with the assistance of the Technical Advisory Commit-
tee shall develop guidelines to determine what are "equivalent"
programs to curbside collection.
2 . In order to implement these goals and to assist achieving the
high level of participation necessary the following measures
shall be implemented:
a. Each franchising agency should increase garbage rates $ . 50
per household per month, or equivalent amount by some other
means, to start funding recycling and composting programs.
Garbage rate increases will be required to pay the cost for
recycling programs. The need for rate adjustments can be at
least partially offset by considering avoided costs of
recycling. This means that because recyclables are diverted
from the wastestream there is a savings in the total collec-
tion and disposal system because this waste does not have to
be handled. Savings to the household can be achieved by
recycling because if residences can recycle enough of the
wastestream such that one less can service is needed, the
savings from the lower level of service could offset any
potential rate increases.
b. Encourage incentives in recycling programs for higher
participation including prizes, lotteries and contests for
those participating in recycling programs. These types of
incentive programs are in place in other communities.
C. Encourage waste reduction measures such as using less
plastic and styrofoam containers. Strongly encourage
grocery stores to offer the option of the paper bags over
plastic bags. Discourage the use of plastic bags because
they are not recyclable. Plastic is not bio-degradable and
can be harmful to the environment.
d. Encourage local public agencies to purchase recycled prod-
ucts and to reuse materials as much as possible. This
includes school districts. Both sides of paper should be
used whenever possible. White paper should be used instead
of colored paper because white paper is more easily recy-
cled. Recycled paper should be used at every possible
opportunity. Scratch paper should be made from discarded
paper. Department heads shall coordinate these efforts for
County governemnt.
e. As much recycling and composting as possible should be done
before incineration of waste in a waste-to-energy project.
f. Encourage cities to require, like the County, large
multi-family developments to allocate sufficient space for
onsite dropoff recycling areas. Encourage in the architec-
tural design of all buildings changes to structures to
facilitate recycling. Copies of the County' s policy shall
be sent to the cities.
g. Request the Solid Waste Commission in development of their
public education/awareness program to include a Garbage
Awareness Day, preferably to be held in the fall before
Thanksgiving. The proceeds of this effort would go to the
County' s Homeless Program. Also include in the program a
consumer awareness component to encourage people to buy
recyclable products and products with less packaging.
h. Confirm the requirement in the Solid Waste Plan for a pilot
vegetative waste composting programs at new landfills.
i. Request postal authorities to take discarded junk mail to
recycling centers that accept mixed paper.
j . Encourage the development of used tire shredding facilities
to make used tires available for energy recovery and for
volume reduction in landfills.
k. Reaffirm the County' s policy that new landfills be required
to provide space for abandoned vehicles. Encourage the use
of non-recylcable components of auto salvaging (auto-fluff)
to be used for landfill cover.
1. Recognize that the measures above cannot be implemented
without the hiring of a Recycling Coordinator. The Recy-
cling Coordinator will also promote more commercial and
industrial recycling.
3 . If the above goals and measures are approved by the Board the
Draft Solid Waste Plan should be modified accordingly. At the
June 23 , 1987 Board meeting, the Board has scheduled a public
hearing for consideration for approval of the revision to the
Solid Waste Management Plan.
4. Since many of these recommendations require action by the cities
and sanitary districts it is appropriate that this report be
circulated to the cities and sanitary districts and that the
county offer to meet with cities to discuss the rationale and
need for these types of programs.
