SUBJECT: Cost Recovery for Civil Demonstrations
Supervisor Robert Schroder referred to the recent
protest at the U. S. Naval Weapons Station in Concord and the
impact this has on local police jurisdictions in controlling
anti-social behavior that may occur as a result of these protests.
He noted that the County Administrator had reported that the
Sheriff ' s Department had incurred a deficit of approximately
$92 , 000 for additional staff. He expressed his support for the
civil rights of people in their right to demonstrate, but expressed
concern with people willingly and knowingly breaking the law and
incurring additional County costs, resulting in the expenditure of
funds that could have been used for needed human services programs.
Supervisor Tom Torlakson concurred, and expressed
support for institution of a cost recovery program to mitigate the
impact on County resources because of willful civil disturbances.
Therefore, IT IS BY THE BOARD ORDERED that the report of
the County Administrator on funds expended for additional police
services during the Concord Naval Weapons Station protest is
ACCEPTED.
IT IS FURTHER ORDERED that the County Administrator and
Sheriff are REQUESTED to explore the development of a method for
recovering costs for individuals found to be breaking the law
during demonstrations.
